“Sir John Thompson has made one imnport- ant admission, In his speech at Toronto be stated that when the American delegation went to Washington he ascertained that the Americans were willing to enter into a treaty of complete reciprocity, The Tory press had heen preaching that as a condition of free trade between the two countries Canada must raise her tariff against the world to the level of the tariff adopted by the United States.

This was the story that our delegates retailed when they returned as an excuse for the failure of their mission.

Secretary Foster contradicted the report at the time—now the Canadian Premier confirms the statements of Mr. Foster. 1t is now man- ifest that the Americans were willing and an xious to trade with us, but that the failure to negotiate a treaty rested with our representa tives,”

In reply to this we Sir John Thompson's speech, to which the Premier

their own fisheries years ago. These are the terms upon which we could have obtained unrestricted reci

procity, and | don’t deny that the Lib- erals could obtain it on the sam: terms, but the Canadian pe*p'e do not want it, and neve: will have it, upon those terms, (Loud ap- plause.) And for the leader of any political party to attempt to make tne people believe that he is going to have free trade as it is understood in England and McKinleyisn at the same time is to attempt to persuade them that he can ride twe horses runsing in oppo site directions.”” (Hear, hear.)

An Opposition paper complains bit- terly that the people of Canada paid in December last, in duties upon the chief articles of import, $810,114 That is about 16 cents a head per month, or at the rate of less than $2 per year.

Hurling the ‘style of a report,” is good. But there must have been a strong stimulant applied to the brain which could imagine hurling the style of a report which has not yes appeared.

—The report of the marine and fisheries de- partment shows a total Jexpenditure for all services of $12,698 less than for the previous year, A saving of over $14,500 was effected in the maintenance and construction of light- houses, although the number of lighthouses was increased fiom 910 to 941 and three new fog alarm stations were equipped. The receipts on account of sick and distressed marivers’ fund showed an increase of $2,000 and the dis- bursements decrease of $1,657 compared with the figures for the preceding year. The receipts of this fund since confederation have exceeded the expenditure by $5,272. Steam- boat inspection cost $22,376 last year, and $20,944 were received in fees. The total num- ber of casualties to vessels in Canadian waters, and to Canadian vessels abroad, was 122, re- presenting a tonnage of 47,073, compared with 260 vessels, of 72,360 tons, the previous year,

A bishop of the Church of England, according to alate despatch from London, has just proved in a somewhat conspicuous manner that the old-fashioned doctrine that devorced persons are outside the pale of the church still holds good. The Earl and Countess of Shrewsbury have hired Shavington hall, Cheshire, for the hunting season, and they have duly attended the parish church every Sunday. A _ few Sundays sgv they partook of the holy communion,much to the scandal of certain members of the congregation who were aware of the noble couple’s history. The malcontents complained to the bishop of Chester, who after making an enqulry, sent for the vicar of Shavington, and insti ncted him as to the ecclesiastical and ecriptural ae. pects of the matter. The vicar thereupon wrote to the Eari of Shrewsbury a letter ex- plaining that he would be unable to admin- ster the sacrament to him. ‘That was done to prevent any unpleasantness duriag divine ser- vice. As to gifts to the parishionors, the vicar also intimated that he would prefer that the earl shoul! distribute them personally, and not through him. The earl and countess were the chief figures in a scandal which caused a good deal of stir in the fashionable world about ten years ago. They have not since been received at court, and apparently their sins are also unforgivable by the church. The countess is the divorced wife of Alfred Miler Mundy, head of an ancient Derbyshire family,

A joint committee of the Episcopal churches at Summerside and St, Eleanors have been appointed to confer with the Bishop in regard to a successcr to Rev, Mr. Lowe, whose resig- nation takes effect at Kaster.— Pioneer. The Montreal Witness, with that Christian charity and good will towards} men for which it is noted, says that ‘‘the speeches of Sir John Thompson read like those of a desperate man who had been found out.” The Premier wiil probably now retire from public life. The Portland Oregonian says: ‘* Finlay Mc- Neill was yesterday appointed city inspector of food and milk, an office recently created by the city council. Mr. McNeill has been a re- sident of Portland for more than four years, and previous to his coming here lived at Sum- merside, P. E. Island. He was United States consular agent there for nearly 22 years, and on tendering his resignation to the department ot state in 1888 received s letter from Assist- ant Secretary Rives conveying its high appre- ciation of his faithful and efficient services luring the period he was in office.”

An Indiscreet Clergyman

Charged With Alienating the Aflections of Another Man’s Wile

Ona Friday evening the Rev. L. G, Stev-

ens, pastor of St. Luke’s Episcopal Church,

(North End) attended a vestry meeting called by himself, and resigned his pastor-

ate. The resiguation has been accepted.

There is a painful story connected with this event. A North End citizen cliims from

Mr. Stevens twenty thousand dollars for alienating the affecticns of his wife, and has placed in the hands of his counsel some fifteen or twenty letters claimed to be of a compromising character. Mr. Stevens has also retained able counsel, and, while ad- mitting that the letters written ty him were not discreet, he denies that they are criminal or that there was anything immors] in the relations between him and the woman in question. It is stated that Mr. Steven's lawyers will contend that the whole affsir is a case of blackmail and that the minister has been victimised to some extent. Mr. Stevens has been pastor of St. Luke’s for fifteen years. He has miny women friends here, and it is said that he has the sympathy ot his fellow min‘sters in this misfortune that his‘con- duct, which it is hoped is nothing more than indiscretion, has brought upon him. Mrs. Stevens is the daughter of the late Dr. Waddell, for many years superin- tendent of the Lunatic Asylum in this province.
