ST JOHN'S. Nfld. (CPI—«With the conditions of the fishery steadily improving. the pulp and paper industry nevcr better and vast mining operations un- derway. Premier Smavllwood of Newfoundland has shifted his sights to matter far-reaching: plan which he hopes will con-i tinue the massive economic de-‘ opmcn't of vafoundland.

When Mr. Sm-allwood looks forward to his next project. he sees a great seaport. ice-free. year round. situated on the ma-’ jor shipping routes of the Atlan- tic and offering manufacturers and industrialists all the cheap hydro electric power they can use. . No such port exists today. doesn‘t even have a name. The 1 site of the proposed port is now marked only by scattered vil- lages at the head of ‘B'lv D’Espoir t h e province's south coast.

In a few years. it could he? come one of the most. important seaports on the Atlantic sca- board. offcrin: not only ideal conditions but standing out as a sort of midpoint between the new and old worlds.

The major impetus of the vast plan will be the Bay D'Espoir hydro clectric pmvcr dovclop-I men! which is to be built near the head of the bay and will bc fed water from hundrcds of small I a k e, s streams throughout. the southern half of‘ the province by an intricatc sys- tem of dykcs. dams and canals.
