Section 103 of the Charlottetown Incorporation Act provides that the City Collector shall apply to the Cl , Court for an execution against each defaulter and tho the execution shall issue upon certain proof but without any notice to the defaulter and shall require a Bailiff or the Sheriff to levy against the goods of the defaulter for payment of arrears, interest and costs of execution and levy.
