Senator Ferguson visited the Yoronto Exhibition on Saturday last, and with Sir McKenzie Bowell was an honored guest of the directors, who entertained them and others at luncheon. The Senator seems to have been happy in his remarks. The Toronto papers report that “He con- gratulated the directors, and particularly on one special feature, namely, the luach- eon. I wish to ray twoor three words in this connection with regard to railway dismissals, Altogether, I think, some 30 or 40 men have been dis missed from tbe service of the Prince Edward I-land Railway. A good many were temporary men, not on the perman- ent list, but in most of the cases they were told they were not to come back on the following morning, and other men, as laborers, took their places, I think it is rather a poor practice on the part of any government or department to dismiss mere laborers for political reasons, and during my own knowledge of the practice with regard to employment of that kind of laborers on the Prince Edward Is'and Rail way there was never any question asked of any man seeking employment there as to what political party he supported, al- though in the more important offices our friends there believed wheh vacancies occurred and opportunities for employment came, their friends were best entitled to it; but when it came to laborers for discharg- ing coal and so on, it was never inquired how they voted. Laboring men generally applied directto the railway and were taken when their services were required and were kept as long a3 they were needed aud did their work well. But here we have these poor laboring men, some voting one way and some another, dismissed. We find the pressure has been so strong that these labourers have been sent away and another set put in their places for political reasons. I really think, although there may be in the matter of temporary labour of that kind no serious violation of the civil service practice in this country, yet I do think my hon. friend the leader of the House and my hon. friend the Secretary of State will seriously think it over, and I am sure from what I know of these gentlemen, that they would not approve of the dismissal of poor labourers in that way, for policical reasons, But there have been some dismissals on the Prince Edward Island Railway which are ofaditferent nature. I have letters among my papers here, received from some employes and some of their friends—l have the case of one man, Mr. Anthony Dougan, I know him well myself. He has worked for 18 years on the Prince Edward Island Railway, first as temporary track- man, then he was promoted and became track map, and some two or three years ago he was offered a position of foreman on a section, but in consequence of that pro- motion being tendered to him at a distance remote from his home, he retused to accept it and preferred to remain as a trackman un- der a foreman rather than totakea foreman- ship for himself. That man never used any political influence and nevertried to use any and simply voted. He was dismissed. He was contributing to an insurance fund ou the road for 18 years; yet on one day’s notice he is dismissed and aman without any experience is pacin his place. There have been other cases of that kind within my own acquaintance and I thiak it is altogether wrong on the part of a guv ernment or the management of a road to pursue euch a course as that, I am the more astonished it should be pursued from the fact that the present Minister of Rail- ways has given expression when running his election in the united counties of Queen’s and Sunbury to sentiments with which I entirely agree and which were most creditable to him, but at the very same time when he was giving expression to these sentiments the things which I have been describing were going on on the Prince Edward Island Railway. That is what the Hon. Mr. Blair said in a speech at Fredericton Junction :— “They were not going to use the railway system of Canada as a ineans of corrupting the voters of the country. Another thing they were not going to doand he as Minister of Railways would not remain in office one hour if it were done—they were not going to say to the thousands of men employed

Qn the contrary, while claiming justice for his flock, the archbishop of St. Bonifice under stands that it is practically impossible to revive the old school Jaw, and it is asserted that he would be disposed] to make all pos- sible concessions to the Greeuway govern- ment. But, once more, these concessions must not be detrimental to the rights. of the minority. Archbishop Langevia will not capitulate, he will make peace if it. is acceptable. Mgr. Langevin is at ‘present in Rome where he had an in- terview with Leo XIII., on the subject. It is stated that he has since exchanged cor- respondence with Mr. Greenway and some members of the clergy, with a view to reaching a practical settlement of that difficulty. I hold it fartheroa good au- thority that the Hon. Mr. Tarte has se- riously taken up the matter and that he watches or causes to be ciosely watched the least movement of the Archbishop cf S:. Boniface. The minister of Public Works is to go to the West by the middle of September, or rath: r after the session of parliament. That voyage being coincident with the return of Mgr. Langevin from the Eternal City, would mean a definite and complete settlement of the question which bas been agitating us for the last six years. The mission of the Hon. Judge Routhier to Manitoba would thus be crowned with such euccess that an-_in- vestigation would be useless.

Orrawa, Sept. 9. In the House of Commons yesterday, replying to Sir Charles Tupper, the Pre- mier said that he would give an answer on Thursday as to the filling of the portfolio of the Interior. Hon. Mr. Uaggart resumed the debate on Mr. Foster’s amendment. He took strong ground in condemning the use of Governornor-General’s warrants by the Government in the cases now under dis- cussion. Mr. Osler finished the debate at 10.15, when the order was given to “ Cali in the members.” It was 11.30 when the vote was announced. Itstood: For the amend- ment, 69; against it, 103. Majority for the Government, 34. There were forty- three members absent. The Government hed one. more majerity on the division, but Mr. Taylor raised a point that Mr. Ethier, of Two Mountains, had come in after the ‘amendment was read, and the Speaker ordered his vote to be struck off. ‘Lhere are two vacant seats in the House, and three members on each side who had not paired were absent. The House, after the division, went into Committee of Supply.

GREAT BRITAIN AND TURKEY,

Much has been written about the sudden change in the policy of the British foreiga office towards Turkey. The latter power and its ruler has for generations been known as “The Sick Man of the East.” Wars and treaties have followed each other in succession, only to leave the con- dition of the patient worse at every stage. Constantinople intrigues and defiance of protests from foreign ministers by the Sultan bave conspired to bring about a state of affairs in that country well nigh in- tolerable.

Lord Salisbury is the only European statesman of eminence now in power who had to do with the framing of the treaty of Berlin. More than once he has called attention to the fact that all the nations who were represented at Ber lin at that time are equally responsible with England in enforcing the stipulations of that document. If, as now appears, Great Britain’s foreign secretary is deter- mined to play a strong hand in Turkish atfairs to prevent or mitigate the suffer- ings of the Armenians and Cretans, it is

safe to conclude that he has the | tacit approval of the other nations of _ Europe. The appearance of the British fleet in large force in the

Mediterranean may mean uch or Jittle, but there can be no doubt that Lord Salisbury feels at liberty totake such steps at the present time as will be most in accordance with England’s traditional policy in rescuing the weak races subject to Turkish rule, now that foreign compli- cations in other parts of the world in which that country is interested are either settlea or in a fair way to become so.
