On the west coast the veteran U. S. 24th Division. after rolling 78 miles in 24 hours. was given the important mission of clearing Chinnampo. Pyongyang's port 21 air miles southwest of the capital.

The main drive was for Pyong- yang. however. High military commanders considered that with the fall of the Red capital the or- ganized fighting phase of the Korea war would end.

Comments On Meal Prifes

OTTAWA. Oct. 17 - (OP) - L.W. Pearsali, the Agriculture De- partment's marketing director. said today that if i950 follows the trends of previous years meat prices should continue to range low until sometime in November.

Without predicting whether such a trend will develop this year, Mr. Pearsall said in an interview that the seasonal pattern so far ap- peared to fall in line with pre- vious years. -

Normally. prices took a down- ward pitch in the fall when grass- fed cattle, were shipped to market in increased numbers, Bottom prices for cattle and for dressed meat usually occurred about mid-Now ember. he said. Then supply began to tighten up and the price range moved upward.

OTTAWA. Oct. 17 - (OF) The Federal Cabinet has passed an order-in-council boosting by 25.3 per cent the amount paid the rail- ways (or thucarrlage of mail. it was learned today.

Details of the order were not disclosed. There was no announce- ment on it following a three-hour Cabinet meeting. but one Govern- ment source said it may lead to an increase in Vircel post rates.

As far as could be learned, the increased payments for the car- riage of mail will only apply to the railways, Trans-Canada Air Lines has been negotiating for an increase in the payments it re- ceives for handling air mail.

The 1950-51 estimate of the Post Office Department contained an amount of s0.005.000 to pay for mail service by railway. An t of 88.335514? was set. aside for mail service by air.

The increase to the railway will mean that they will receive about 12,250,000 more a year from the Government or a total of about 311,255,000.

The increase in payments to the railways - the first in many years - has led the Post. Office Depart- ment. it was learned. to consider an increase in parcel post rates. High- er salaries pald employees in the last few years also have increased the Department's need for more revenue.

Parcel post rates provide the bulk of the Department's revenue. The rates apply to packages containing food, clothing and other materials. but not newspapers or periodicals.

The rate in Canada ranges from about 13 to 15 cents for the first pound. The rate to United States is about 14 cents fpr the" first

Charges against the operators of two other drug storeswere with- drawn without fines being paid.

The six had been charged with selling remedies containing peni- olllin and sulfathiazole without doctor's prescriptions.

Legal experts said the food and drug act is the only statute un- der which an accused could pay is voluntary fine to the Government department without entering plea and the only act which per- mitted withdrawal of charges af- ter the fine had been paid.

OTTAWA. Oct. 17-(CP)-Final terms of settlement, in the long railway wage-hour dispute will be laid down by Mr. Justice R. L. Keilock of the Supreme Court of Canada. .

The Cabinet today chose the 57- year-old Jusice to undertake com- pulsory arbitratlon of remaining differences between railways and unions. as provided in Parliament's Aug. 30 legislation that ended a nine-day general strike of 124.000 rail workers.

As arbitrator. he is empowered to dictate a settlement within the area still in dispute between the parties when their post-strike negotiations broke off Oct. 6.

Gagnon said improvements were carried out and they brought the shlp up to 1937 standards. He said he considered the Quebec's con- dition "satisfactory" and for that reason recommended that the De- partment permit it to operate.

Prince Edward Island. and Char- lettetown in particular lost one of its most esteemed citizens yester- day after on when Mr. Hooper Horne passed quietly away at the Prince Edward Island Hos- pltal.

He was a familiar figure on each market day as he chatted amtably with friends in the Mar- ket Building. and children in the neighborhood of his ruidehce on Elm Avenue were among the many who felt the touch of his thougni- fulness and generosity. Very demo- cratic ln his outlook on life. Mr Horne had a forthrlghtness and sincerity in his person:-lity which were felt by young and old.

He was born in Charlottetown in 1875. a son of the late Mr. and Mrs. Alexander Horne. and in his earlier days was a well knowi- marksman. The firm was established by his father in early life under the name of A. WASHINGTON, Oct. 17 - (Al?) - The United states promised France today it will provide for si,aoo,ooo.ooo to s2,4oo.ooo.ooo in Am- erican arms and money to French forces in Europe and Indo-China by the end of 1951.

An informed government official said this arrangement was worked out during conferences with the French Defence Minister and ll'ln- anca Minister which ended tcday.

The money would come from the total of approximately 36.000.000.- 000 which Congress already has an- propriated to rearm nearly 20 friendly countries against the threat of Communist aggression.

LONDON. Oct. 17 - (AP) - Ten countries which helped to beat Japan have told the United States they would like a Japanese peace conference called quickly.

Diplomatic officials reported to- day the word was passed to the United States in the course of in- formal talks during the past few weeks. The U. S. started the ex- changes by asking members of the 13-country Far Eastern Com- mission for their idea on the way a Japanese peace trea y should be written. The F. E. C. which in- cludes Canada, comprises countries which did most of the fighting against Japan.

The fact that a majority of F. E.

C. countries want the Japanese peace treaty written by a general peace conference rnakea acceptance of their view likely. the officials said. Time for such a conference prob- ably would be early in 1951-to allow for the cleaning up of the Korean war and ihb job of recon- struction to begin there.

Russia so far has not answered the American request for her views. the informants said.
