The publicly-owned TCA takes over two CPA franchises in Quebec and Ontario in exchange for TCA's operation between Canada and Mexico.

The deal, approved by cabinet last August, involves these moves: 1. Canadian Pacific gets the To- ronto-Mexico City run which the crown-owned TCA operates by way of Tampa. Fla. CPA will fly it non-stop,
