Fripar, May 6. At the afternoon session,Hon. Mr. War- barton resumed the debate on our claima upon the Domioion Government. He said that if our claims were submitted to arbi- tration and were declared to be well founded, he had no donbe but that we would obtain a fair grant from the Domin- ion Government. It was useless to try to coavince the members of the House of Commons that our claims were just and shou'd be paid. Buatif an independent arbitration arrives at the conclusion that we should get our claims, then the money would soon be forthcoming. The point in the amendment that the settlement of our claims would prejudice the obtaining of a railway to Belfas', is nonsense. There is nothing in the memorial which makes the faintest allusion to such acourse, Three of vur claims are of exceptional strength, namely, the over expenditure on the [. C.

Nobody could «expect such, and the course adopted by the leader and his colleagues ia both proper and just. Topassthe amerdment to the memorial would be simply to say that we approve ofthe memorial but do not approve of the men who presented it. Mr. Farquharson followed. He spoke of the rush of business at the Southport ferry and of the necessity there was for every accomodation for the people. To build the railroad is the duty alone of the Dominien Government. They have been building railroads in other p'aces aid we are entitled to our share. He agreed with Mr. Bell that an electric rond would be the best kind. It would cost less and we would get it probably much sooner than a ateam railroad could be obtained. An electric road would likely pass along the main road and would touch the villages. This would not be true of a steam road, An electric road would also come right up to the Markat honse. He pointed out that the Dominion Government had already done much for us. aud now we are likely to get a second winter steamer,—the re«u't of the delegation of the Board of Trade and that of the Government. The Board of Trade also took up the matter of railway freights and thia griev~ ance was remedied. Besides this, a cold Storage steamer subsidised bythe Do- minion Gavernment is to be put between the Island and the Old Conatry together with cold storage care. In regard to our floances,evidently they were not in a happy state; but we must press our claims and iu the meantime the deficits must be met even if more taxation had to be imposed.

The taxes were very light, and many who ought to pay the income tax do notdo eo. If there is increased taxation thia is perhaps where more revenue ahould come from. It will be a happy day for this coun try when we can pay ourdebts and have asurplnue. In regard to the increased subsidy obtained by the Sallivan govern- ment be claimed that such was obtained io full for our piers. He (Mr. F.) beartily approved of the memorial snd hoped the efforts ot the delegates would vot be in vain,

Mr M McKinnon was epposed to aub- mitting our claims to arbitration. They were just and well recognized, and only doubtful claims should be submitted to arbitration. How would such a principle work if applied to private business? He thought the memerial an able one, but there were were weak points in it—notably the request for a second stenmer. This might be given in lieu of our claims when such is not intended. He disagreed with Mr. Bell regarding the Belfast railway eaid he evidently was not favorable to the construction of that rad. The proba- bility ig that the road will not be built.
