Shipping by tanker across the Pacific Ocean was found to be cheaper than importing from Canada by pipeline.

Whatever the merits of the case. it is clear that Canadian oil requires markets—immediat- ely. And the Gordon commission suggested that if Canada was de- prived of markets in the U.s., then the government "might well decide to take action which would result in a larger share of the Montreal market being. supplied by western crude.”
