Monthly Student Council Report

On September 7 at 7:30 p.m., UPEI’s Student Union Coun- cil met for the first time this academic year.

SU President Rob Kelley summarized briefly his sum- mer activities in his capacity as SU pres. Kelley and VP Academic Paul Ledwell at- tended the annual General Meeting of the Canadian Federation for Students (CFS) in London, Ontario. The major theme for this year’s CFS campaign is ‘‘Funding the Future’; UPEI’s role in this campaign is as yet unclear, Solicitation of Island busi- nesses for the CFS Student Save Discount Program began immediately following the conference.

A submission detailing UPEISU’s position on post- secondary education was pre- sented to the Liberal Task Force on Post-secondary educa- tion.

In addition, Kelley attended a conference at Saint Mary’s University in Halifax for Stu- dent Union presidents. The conference afforded an oppor- tunity to meet with other SU presidents and open lines of communication.

Some changes were effected this summer to the Student Loans Program. These are as follows:

@ Room and board allowance increased from $73 to $78/week

@ Miscellaneous allowance in- creased from $22 to $23/w

@ Transportation allowance increased by 20%.

VP Operations Karen Bishop reported that Orientation had been very successful, and thanked at this time everyone who had volunteered time to ensure its success.

After brief reports by the other members of the SU Executive, Kelley cited the goals and objectives for this year’s SU Council. These in- clude bringing the Student Union back to a break-even point, after last year’s poor financial performance; build- ing communication amongst the members of the Executive,

of goodwill amid members of

the community.

The first item of business discussed at the meeting was the proposed Faculty Associa- tion’s Policy on Smoking. Kelley noted that UPEI Presi- dent Eliot and the Board of Governors are actively seeking student response on this issue. The two points of considera- tion are that each building be considered non-smoking with a designated smoking area, and that the university commit itself to the elimination of smoking on campus by 1990.

The second item was a re- evaluation of a decision taken by Council last year. By that decision, last year’s Council banned the sale of Carling O’Keefe products at the Barn. Carling O’Keefe has been the most active sponsor of the Stu- dent Union and it is 51% owned by Rothmans — a South African-based holding - com- pany.

Councillor Chris Maddocks brought up a concern about which he had been addressed — that is, the door policy at the SU Barn during Orienta- tion week. He noted that the doors had closed at 11:00 p.m. as opposed to the usual 11:30 p.m. He requested that VP Operations Karen Bishop look into the matter.

VP Academic Paul Ledwell noted that the Student Union Executive had decided to match, up to a maximum of $200, the personal donations solicited by SU _ Executive members for the Terry Fox Run.

And the meeting drew to a close.

Two weeks later, Council met again September 21. VP Operations Karen Bishop im- mediately addressed Maddocks’ concern during the prior meet- ing. Bishop noted that this year’s door policy will be as follows:

cease. until 11:30 p.m., students are permitted to enter and exit the building as they please; however, if stu- dents leave the building after 11:30 p.m., they may not reenter.

After some debate, Council moved to accept the door policy as stated above.

Student Representatives were chosen at this meeting to sit on the Hiring and Selection Board. The representatives chosen are Elizabeth Yeo, Leanne Gallant and Glen Moriarity.

A committeé of four people was struck to review the pre- sent Health Plan and all of the available options; the com- mittee will then make a report to Council detailing recom- mendations for next academic year. The committee shall in- clude SU President Rob Kelley as a non-voting chairman, SU General Manager Heather Love, one SU Councillor, and a student at large. Elections will be held at the next Coun- cil meeting on October 5 to fill the last two positions on the committee.

Kelley noted the establish- ment of a Parking Committee. The committee was precipi- tated from the Vet College that the parking lot next to it be set aside for the use of Vet College faculty only. Council unanimously decided to send a proposal to the Board of Governors expressing student opinion about the Vet College’s proposal.

One councillor praised the initiative of students in moving the barriers to this parking lot aside as subtly expressive of student opinion on this matter.

Kelley mentioned that he alone of the SU Executive members had participated in the Terry Fox Run, and that he had solicited donations ex- ceeding $200. He stated that the Student Union would therefore donate $200 to the Terry Fox Run, as agreed at the meeting on September 7.
