Preliminary Work of the Session.

Parliament, as your readers hve al: eady been informed, was opened with the usu» ceremonies. The day was fine, and th. tlill was crowded with sightseers, includ ing a fair sprinkling of equalling babies ano ‘he inevitable baby carriages. The Gov ernor-General and his suite were a trifle shead of timo, if anything. It is one o Lord Stanley's peculiarities that he likes to do things a little differently from the wey persons in his position are popularly sup- posed todothem. I know very little of His Excellency —would hard y know him o see him—but he is said to be very ‘‘na rural” and to put on “no side.” I sup pose he likes cigarettes aud that is why he smokes them on the street, but he sets a «hucking bad example which is copied by the dudes and the small boys. Shortly after his arrival he adopted a carriage con- structed of some light colored wood, like ash, long in body and a good deal on the ‘express waggon pattern. Whereupon al) the snobs had to do the same, and Or- rawa’s streets are full of these rigs. But Lord Stanley is a very good Governor and a very popular one—he mixes up with the people and is fond of attending social gatherings. I do nut mean that he goes out to tea at Mrs. Jones’s or Mrs. Robin- son’s; but he hkes to go to a dinner such as the Ontario Press Asscciation had lat night at the Russel Huuse, where be mace a witty speech and was “hail fellow, woll met” with the members of the Fourth Es- tate. Thursday evening he gave them a reception at Rideau Hall, where an im- mense number of guests were invited in their honor. All the reports in the Unit- ed States’ papers ab ut his unpopularity, his want of success and his speedy recall are simply rot.

I am not going to give a description of the opening of Parliament, as it actuaily took place in the Senate Chamber, for I was not there—partly because I take up too much roum, partly because I preferred being somewhere else, and principaily be- cause 1] was not invited. All the Islanders living am Ottawa cannot be prominent in literary, social and political circles at the one time; so, with my well-known modesty and a knowledge of my general inferivri-y, I show my good sense and at the same time consult my personal comfort, by re- maining in the background. Se if you desire a description of the toilettee of the ladies upon this grand occasion, and how their jewels sparkled in the tinted sunlight as it streamed in through the gorgeous painted windows, you will have to obtain it from your other Ottawa correspondent, who was, no doubt, well to the front, and whose expansive range of vision is equalled only by the gracefulness, the ease and the speed of his peu. AJI that I had opportunity to observe was that the full dress of the ladies was scarcely suited to the temperature of this time of year, while their beauty was of that order which has the reputation of stopping clocks, and on account of which they should, out of jus- tice to themselves, have expired of sheer fright ages ago. Why is it that the pretty girls of the Dominion are found only In the Lower Provinces, and that when we want wealth of beauty we have ® cross the Strait to P. E. 1? For the same reason, | suppose, that the Lower Provinces also fur- nish the brains of the D minivn— for ex- ample, the present Dominion Cabinet. The **wise men” come from the east.

Well, Parlsment, as I said at the com- mencement, was vpened with the usual ceremonies. Your readers have ali read the Governor General’s speech. As usual, great interest centered in the proceedings in the Commons Black Rod summoned the faithful in the accustomed form, while

Colonel Smith, the new Sergeant, is, they say, a very pleasant, gentlemanly maa, but he turns in his toes abom’nably, and he has « curve in his back as though he had been rocked in a pot at an early poriod in his life. Col Smith’s predecessor, Mr Mac- donnell, who has recently been super- annuated after 64 years service, was in his day an exceedingly handsome man, and he filled the duties of his position with grace and dignity.

The intreduction of new members was an exciting feature of the first day. There was not mure than half a house present. But how the Conservatives did cheer and how! when Sam Hughes, who defeated Barron, was introduced, only to be repeated when Northrup and Rosamond, and Bain, of Souianges, and Uriah Wilson made their bows to the Speaker. The Opposition had a short innings, which they made the most of. They had three new members, and the aspect of their benches seemed as if there would be plent; of room for newcomers. Laurier was there, and Francois Langelier, but Cartwright, MeKenzie, Davies, Mul- ock, Chariton, Mulis, of Both well, all front row men on the Opposition seats, were conspiciously absent.

The first day’s proceedings were of 4 pretty formal charac’er, while on Friday, in con sequence of Mr. Laurier's indispusitivn, ne business was done at all. Ou Monday the answer to the speech was muved by Mr Northup, successor to the late Mr. Burdett (grit), and seconded in French by Mr Bain of Soulanges, successor to Mr. Mous seau (grit) There are two Bains in the House, the same two who satin last Per- liament—Bain of Wentworth, a Scotchman and a good average grit, and Bain of Sou-

langes, a French Canadian and a good aver- age Conservative. Next week we shall have McMillan of Vaudreuil, another French Canadian with a Seotch name, and who is also called Hugh. This gentleman recently defeated Mr Harwood, also French Canadian. Hugh McMillan sat in last Parliament, but was defeated at the general election, Carroll of Kamarouska is another French Canadian, while Masson of Owen Sound ia no relation of ex-Gover- nor Masson of Quebec, but a Scotchman. Mr. Northup bida fair to be an acquis- ‘tion to the oraturical talent of the House. Mr. Laurier, in the suavess of tones, com- plimented the mover and seconder, and ssserted his position as Leader of the Up- position by expressing a mild dissatisfaction with the Government policy. But his speech lacked energy, and it was only too evident that he realized painfully the dif- ference in hia present position from where he stood five months before. Then the Opposition were aggressive, even to in solence; now, none 80 poor as to do them reverence. Whether it be true that Mr. Laurier has resigned, I do not know. The Empire’s correspondent bere gave hia paper « decidedly circumstantial report of it, but thave heard nothing of late. It is said the Opposition are waiting for Davies’ ar- rival; he is very popular with his colleagues and has great influence in the councils of his party. Tuesday was a quiet day. Hon. David Mills tried to interest the House in the Lon- don election case, claiming thatan attempt was being made to keep Mr. Hyman out and to legislate Mr. Oarling in. Mr. Mills wanted the Clerk of the Crown in Chan- cery sur:moned to the Bar to produce the original yoters’s lists as prepared by the Revising Officer. SirJohn Thompson could aot see any such urgency in the matter as would justify dispensing with the notice of motion usual in such cases, and so the motion was nut passed, but stood asa no- tice of motion for Thursday. Wednesday was Ash Wednesday and a statutory holi- day. The House did not sit, but the eabi- net was in session from 1030 a. m to 6 p. m.

New they wildly claim tha* alterations were made in the liste in the Printiug Bureau, that the lists were staffed, etc. This is the whole explanation. A decision will shortly be given on the merits of the appeal. That some of the a pames may have no votes is ble, bunt that the whole of them are bai ie improbable. One otf the names is that of a clergyman, and so satisfied was he that he had a right to vote that he exercised his franchise the other day, on which side, of course, is not known, as Mr. Hyman bad several cast for him.

Well, Mr. Mills got his motion earried for the produetion of the original liste, He still was not satisfied, however; be wanted the House to commit itself to an expression of opinion as to the duties of re officers, which he hoped would have a terrorizing effect. His motion was in the following terms :

‘That it is the undoubted right and duty of the Houas of Communs to see that the return- ing officers and other officials who have duties imposed upon them in the election of members to this house, act with perfect fairness to- wards the various candidates, and to hold auch returning oflicers and other officials to the strict discharge of their daties; and this house further stiirms that the trials of election petitions by the courts does not lessen the authority of the huuse over such officials nor take away the necessity for its supervision.’ Sir John Th mpson, while not fi-ding much faelt with the motion, doubted the ex

On Thursday Mr. Charlton introduced his bill, which was read a first time, ‘“‘to! secure the better observance of the Lord's ' Day.” This measure prohibits the publi- cation and circulation of Sunday papers, but allows the work necessary to the bring- iny out of Monday's paper to be perfurmrd after nine o’clock on Sunday evening. Mr. George Taylor also introduced his bill tu prohibit the importation and migra- ticn of foreigners and aliens under contract or agreement to perform labor in Canada. It 1s the same measure as.he introduced two years ago, and provides that it shall be unlawful for any person or company to prepsy the transportation, or in any way to encourage the importation of foreigners under contract to perform labor in Can- ada ; any such contract shall be void, and the penaity for making it shall be a thousand dollars. The muster of any ship who shall knowingly bring con- tract labor to Canada, shal: be liable to a fine of $300. Mr. Cockburn, the member who made such an ass of himself last session during the Tunnel Debate, has taken advantage of the earliest opportunity to disport himself before the public. He has evidently bees reading the disclosures before the Quebec Royal Com- missioners, and his great mind has become moibid from # contemplation of Mercier's rascalities For was it not Mr. Cock ue who started the investigation into the Buie des Chaleurs steal last session? Is he nut primarily the agent who has overturned one government, threaten d another, and sh ken the whole Dominion? So Mr. Cockburn thinks more of Mr. Cockburn than ever, and esteems himself the saviour of his country.

Well, on Touraday, Mr. Cockburn gave the House a haif-hour's resume of the Mercier- Pac-ud boodle revelations, concludieg, with tears in his eyes, by moving for & select com- mittee to take evidence upon the claims re- maining unpaid, of workmen, laborers, etc., on the Baie des Chaleurs Railway.

Strange to say, Sir John [Thompson opposed Mr. Cockburao’s motion, and objected to such an enquiry on the ground that the question was iooate before the courts. The Minister of Justice very quietly yet effectually sat on Lord Cock a-doodie, who meekly withdrew the motion.

Then the London case came up and Mr. Mills re tubmitted his motion, supporting it with a lengthy and rather intricate argument, | The whole troubl+ with the Grits is that Mr. Carling wes returned and Mr, Hyman was aot. Now, if the procedare had been reversed and Mr. Hyman returned, the Grits wo Id have been as dumb as oysters. Bat they insist there has an outrage and here it is :—

Mr. Laurier had little fdult to find with the amendment; but he thought there was an am- bignity in the law, whici it was desirable for the House to remove by instruccing the re- tarning officer and other officiais concerned what to do.

Sir Jobn Thompson's amendment was passed ‘ton division” ae it is ca'led, which means that there was no division taken, but that certain members, whose names are not recorded, ex- pressed their dissent.

Iu reply to Mr. Perry, Mr, Ouimet (Minister of Public Works) ssid that the con- tract for an extension to the seu'h plier at Miminigash and two dams built of brush and stone, was awarded to Alexander McDonald fur $2,000 McDonald refused to sign the contract and nothing had eince been done towa'ds re-letting the work. The plans aod specifications were being revised, and new tenders would be clled for in a short time.

In reply to Mr. Perry, Mr. H i (Minis‘er of Railways) sid that a su y had beeu granted of $3 200 « mile, not exceeding in the whole $9 600, for a eet from Summer- side to Richmond Bay, P. E L., a distance of 3 miles. So far no company had applied to enter into # contract f r the constrettion and operation of the road. The Goveroment had pever undertaken to bnild the road, but had granted the aii epecified.

Mr Perry intends to ask whether it is the intention of the Government during the present session to cause further sur- veys and borings to be made across the Straits of Northumberland from P. E. Is- land to the Mainland, with the view of obtaining further information with that al- ready obtainec, to enable the Goverment to ask for tenders to build a tunnel across said Straits with as little delay as possible,

Mr. Perry also wishes to know whether the Minister of Marine and Fisheries bas taken any action to recover from Benaimin Gaudet, late wharfinger at Tignsh break- water, moneys or fees collected by him during the years 1890 and 1891, and not accounted for to the Department.
