When I charged him with doing this in my place in parliament be admitted the corns Hon Mr Mulock, Postmaster General, attended a postal conference ia London, and when one of the celegates present propcsed a penny postage he (Mr M ulock) jumped to his feet and got in his resolution in favor of a two cent postage ahead of the man who made the proposi- tion. That forced the government into the two cent postage plan.
