The Address to the Queen.

We have not published a lengthy summary of the debate ou the resolution authorizing a joint address to the Queen, by both Houses of the Legislature,—for ‘wo reasons : first, because the facts and circumstances which impel the Legisla- ture to adopt this course are fresh in the minds cf all readers of Tue Examtner, aud need uot be recalled; and secondly, because we deem it expedient that the minor differences which necessarily ap- pear in a debate between the two parties should not, in this important matter, be brought isto prominence. On the main point all are unanimous. There is aot the slightest doubt in the mod of any one that the terms of our union with Canada ere} yet unfulfilled. There is not the slightest doubt that the Dominion Government have ail along been strangely regardless of their obliga- tion to supply means of efficient and con- tinuous steam communication between this Province and the Mainland There is not the slightest doubt that this Pro- vince, particularly, gas suffered incalen- lable loss because means of efficient and coutipuous steam commuvication have not been provided. There is not the slightest doubt —twelve long years hav iux passed away and petition and protest having alike failed to move the Domin- ion Goverament to do even that which is quite within the raoge of possibility — that the Legislature of this Province, as oue of the contracting parties. is now justified in meworializing the Queen to interpose. The whole Legislature, aod the whole people, those who support the Goverument and those who follow the Opposition, are of one mind on the essential facts of this case ; and no diterence of opinion a8 to the non essential facts should mar our har- mouious aciou, or lesseu iu any degree the certainity of the success of our ap- peal to the Queen.

The single note of discord and weak- ucss which has been sounded by the Patriot might be damaging it the Patriot represented the views of the Opposition Party. But this, we are hoppy to say, it does not do. The puerile perversity of the Patriot is, indeed, openly repudi- ated by members of the Opposition in the House, and it finds no echo in the country.

-- A bill has been prepared by the Secretary of State, dealing with the Chinese question. The bill wiil be regulative in its character —imposivug a tax ou all Chinese who may land after its passage through the House, but will iu uo other way restrict Chinese immi- gratiou, while to the Provincial Legis- latures will be left the right to deal with ‘hose Chinamen ut present in the country, by imposing poil tax. This Dill in effect is based on the report of Mr. Chaplean, who was one of the comwission ap- pointed to enquire into the Chinese ques- tion last summer. It will in no way

meet the wivhes of the people of British Columbia.

Erroneous Ideas.

swept away) several false avd injurious | ideas respecting this Province, which are prevalent throughout Canada. One of these was the idea, promulgated by Mr. Blake, that Canada has expended a great deal more money upon this Island than she has received from it. Another was Mr. Mackenzie's ridiculous ides that the Deminion had carried out the terms of union to the fullest possible extent. And still another was the idea, which had its origin among ourselves, that we were so straitened financially that we were com- | avoid bankruptcy. Io repelling this last idea, Mr. Ferguson pointed out that it was xot the Pro- vince which was in straitened cir cumstances prior to Union, but some of the Banks of the Province, which, having departed from the rules by which banking is safely carried on and invested largely iu debentures, got into difficulties as a matter of course; and then brought their great influence to bear upon the Government and precipi- tated the union. The Province could, no doubt, have survived the Dasbaway Poliey and raised the interest of its Railway debt, and the idea that we are indebted to Canada for stepping in and rescuing us from bavkruptcy, is not only false, but calculated to damage our interests.

‘The Riel Rebellion.

Tue news of au uprising in the North- west came like a clap of thunder in a clear sky. We had had no advice of grievances or discontent on the part of our halt-breeds; the ivsurrection must, therefore, be due simply to the presence of the unscrupulous agitator, Riel, and to the want of something else to do in the winter months. The accounts are po doubt exaggerated, aud we hope present- ly to hear that the difficulty has been overcome by the police.

A resort to arms cau be justified only when a people endure real grievances which constitutional agitation has, after repeated efforts, failed to remove. In this case there has been no agitation.and, so far as the people of Canada are aware, no real grievances; and consequently, the leaders in the Northwest sedition should be severely punished when captured.

— Mr. Hackett lately delivered a very able and forcible speech, in which he dealt severely with some of the erroneous utterances of Mr. L. H. Davies respeci- ing the state of this Province, and proved by statistics that the Islaud has pros- pered and progressed since it weg united with Canada.
