A Bye-law Respecting the Sale of Moat.

Be it enacted by the City Council of the City of Charlottetown as follows: —

1, Every person publicly selling meat (ir a, salted or ‘corned) by retail within this city in any store, shop, house, warehouse or other building or in the public market build— ing Or in or from any meat waggon, cart, car- riage, sleigh or other vehicle upon the public streets or highways of the said City by retail or in less quantities than by the carcass, shall obtain from the Mayor thereof a License as a meat Vendor, and the Mayor is hereby author zed to issue such License upon receiving the License fee hereinafter mentioned.

2. The License fee shall be Twenty-five dollars per annum.

3. No person shall expose for sale or pub- licly sabres salted or corned meat by re- tail or Tess quantities than by the carcass in any store, house, shop, warehouse or other pailding of place or inthe public market building, or in or from any meat wagon, cart, carriage, sleigh or other vehicle within the said City, without having first obtained a Licence therefor in manner above mentioned.

It was expected when Mr. Fisher became Minister of Agriculiure, he being a farmer and cattle breeder woald have the skill to direct the routine of thelive stock man~ agemeni so efficently a3 to insure the most favorable conditions for the health of the cattle on the Dominion Experimental Farms. But when last fall, after three years of Mr. Fisher’s rule, afresh and mal- ignant attack of tuberculosis was reported asexisting on the Central Experimental Farm at Ottawa, the surprise and dissap- pointment was great. For if all the meaus at the command of the government is not enough to prevent such inroads of disease who may hope to escspe? As afier a little inquiry it was understood that the herd at that farm are kept stabl d constantly, the year round, the slarm abated, for practical stock men know tha: exercise and natural conditions are ae essential to healta in us to buman- ity.

supervision. -He sends members of his

staff to tell farm:ers how to care for their stock. One of the fiundamental rules laid

down by these talkers is that milch cow?

Then, to carry out the absurdity, the dairy expert is accompanied by a sprig of a veterinary whose orders are to preach

dairy expert has been giving directions for propagating. Such ie the character of goverument meddiing with agricultural interests az usually carried out. It isa question with most farmers whether more harm than good is not done by these staff officials. Noditference what their personal opiaion may be their public statements must be in accordance with the whim hobby of the head of their deparimest. Atthe prevent time, there are indications ofa determined crusade by the Dominion Minister of Agriculture against our cattle for the purpose of proving we have taber- culosis among our dairy herds. That would be pardooable was he capable of keeping the cattle he bas charge of in a wholesome state. But as he has tailed to do so, we have a rightto say to bim “Physican heal thyseif.”

The truth is, Psince Elward Island farmers may not be just everything they should be, but they know how to breed aod keep healthy cattle. Skilled veterinary surgeons tell us that they seldom see a genuine case of tuberculosis here. True,

At any rate itis unreliable.

But why this feverish dread ot tuber-~ culosi« in cattle. The emiveat discoverer of the germs of that disease and its identi- cal c.aracter with consumption in maa touod it was as fatal to the lower orders of animal life asto the higher domestic avimals, from rats and mice and poultry up to horses and cattle each and all being sub- } ject to and afflicted with tuberculosiv, also wild animals, deer, rabbits, etc. He found, to, the air we breatbe and the water we drink to be well supplied with the germs; 60 that at all times we are exposed to the danger of attack, making it im- possibie to sav with any ceriainty how or wen any consumptive sutferer coutracted the disease. It is now acknowledged by competent oo-ervers that when tnber culosis occurs in the lungs it gets there through breathing sir aud not by either catlog or drinking.

Cattle men, at ove time, were very meek and accepted the decree to kill iu all humility. But thatday has passed. We now demand that the Government isolate human victims of tuberculosis, it being evident that they are the means of spread~ ing the disease among cattle as weil as among humanity.

The trath is but little is known as yet of the origin of this disease. But one point is fairly well proved, which is that itis not directly hereditary. That
