As a matter of fact the Federal author- ities just advised Premier Jones to "open your. rrioiith and shut your eyes and take what we‘ set before you." This, according to a momber' e- his ovn Llvnnmcnt, Hcn. Mr. Wright, isi awcy bcfzv.» vhat we were enjoying on a perl capita basis compared with other Provinces be-i for: the war. Mr. Wright told the House that‘

owing to our peculiar difficulties we pre- viously received three times the pier cap- lta subsidics paid other Provinces. On that

basis, we are entitled to $54 per capita under the new agreement, v-hcreas as a matter of. fact we areonly getting $6 more than the $l8 pier copita average. This represents a loss ofj S48 pcr capito to begin with.

It is maintained by the Opposition that the agreement as submitted closes the door against turtlicr recognition of our subsidy claims underl the Duncan and White Commissions. Thcsel claims for special damages had no right to be, lumped with other sums in a Federal tax agree-‘ ment. The amendment submitted by the Opposi- rion in this connection puts this matter straight. It also loaves the door open for further repre- sentations on the basis of fiscal need, which the Rowoll Sirois Commission recognized as be- ing the only fair and adequate method of dealp ing with the Provinces, a point which is also very clearly sct forth in tile minority report of. the late Clziol Justice Mathieson as a member of the White Commission.
