World Trade Adius’rments May Have Painful Trends
rumbling revivals of old - time cleavages between the more—pro- tectionist - minded East and the freer—trade-minded West. Canadians, in recent years among the greatest advocates of freer world trade. balk a bit at what free trade in a literal sense
might do to their manufacturing interests.
Perhaps the greatest handicap ,to objective discussion of free trade proposals is that the phrase is .often taken in a black-and- white sense—as something that might happen tomorrow and with- out alleviation of special circum- stances.
In fact, probably all such pro- posals air for a gradual move- men-t tOWlaN free trade, though on a definite time schedule. with ameliorating provisions w h e r e undue hardship arises.
But they would inevitably in- volve wide-range adjustments in trade patterns. Even if of over- all benefit, these would be pain-

The matter is so complex, and the proposals in their sweeping sense so new, that hardly any suggestion has been made as to how they might be carried out. FORM COMMON MARKET
Discussion on these topics has been set off by establishment last Jan. 1 of the European Com- mon Market—also known as the European Economic Community ~by France, Germany, Italy, ‘Holland, Belgium and Luxem- bourg. All barriers to the free circulation of goods. manpower and capital among the six coun- tries are to be removed over a maximum period of 15 years. This includes removal of all tar- iffs among the six and a com- mon tari‘flf by them towards all other countries. The first 10-per- cent tariff reduction takes place next Jan. 1.
The development is hailed as

It will. however, upset trade patterns. The man who now is able to sell in. say, Germany, in competition with a french pra- ducer, will find that the French producer will have the advantage of paying no duty.
This part oi the upset is ac- cepted. What is feared is that the six may use the Common Mar- k-et to create a protected bloc somewhat along the lines of the United States ' its high - tariff days. .
GATT TO HELP
In this situation, the General Agreement on Tari”fs and Trade, so often criticized for its weak- nesses, now appears as a refuge of strength for those who fear the Common Market.
The a g r e e ment, commonly known as GATT, has a member- ship of some 40 countries doing 90 per "ant of the world’s trade, and, since 1947, has maintained relative order in the trading world. Ilts regulations allow for the formation of customs union-s such as the Common Market, provided they are not used to re- strict trade.

A Canadian official comments: “We look to GATT to ensure that the Common Market is estab- lished on a basis of expanding trade. rather than restricting it. Our efforts in the GATT nego- tiations will be towards seeing that Common Market tariffs are reasonable, will not harm us un- duly, and will put us in a posi~ tion to increase trade.”
The Common Market agree- ment provides that the common tariff to be applied against other countries is to be an arithmetical average of the present duties of the six countries—something be- tween the higher tariffs of France and the lower tariffs of Holland. OPINION DIVIDED
Canadians, in their opinion of the Common Market, are some- what divided between those who are concerned at more immedi- ate upsets or losses and those who think that the Market. if it raises the living standards of the six countries, will create more opportunities than problems.
European countries outside the Common Market are more con- cerned about it than non - Euro- pean, because they also will be at a disadvantage in selling to the six countries. Accordingly, led by Britain, a larger Free Trade area has been proposed that would include the Common Market countries and 11 others. Under this proposal all tariffs would be removed among the 17 countries, except on foodstuffs, but the non - market countries would set their own individual tariffs for the rest of the world. Britain, under this procedure, could retain her Commonwealth trade arrangements.
So far Britain and France haye been unable to agree.

There is, of course, the Rus- sian bloc, the China bloc, per- haps the Indian bloc. and there are suggestions of a Canada- United States bloc. or a western hemisphere bloc.
In Central America five coun- tries—Costa Rica, El Salvador, Guatemala, Honduras and Nica- ragua—plan an immediate bloc of their own.

The twenty-second annual meeting of South Milton W.I. met with Mrs. A.E. Piercey on Wednesday evening, November 12th, with an attendance of 11 members and two visitors.
The meeting opened by repeat- ing the Mary Stewart collect followed by roll call which was answered by paying fees. \Minu- tes of the last annual meeting and last regular meeting were read and approved.
Reports of the school and sick oarmnit-tees were heard. The Red 01055 report from Mrs. Rus- sell Cotes showed that 108 com- pleted articles were taken to Red Cross House during the year. The treasurer gave a very satis— factory financial report.
The president spake briefin thanking members for their co operation during her time in the chair and expressed good wishes to her successor. Conrespondence consisting of notes of appreciation and regul- ar W. I. correspondence was read by the secretary and dis- cussed.
