Last session. the King's mem- ber had a resolution on the House of Commons order paper urging that mail couriers across Canada be given a ten percent increase over the average rate per mile paid in 1951. Just when this resolution got to the top of the list. Urgent Government business intervened and it failed to come up for discussion.

Mr. Kickham said today that af- ter discussing the terms of the rcsolutlon with senior post office nlficlals. he had decided not, to it--inscribe it on the order paper. He said that while he feels now more than over that mail couriers are underpaid and merit pay in- creases. geographical and other difficulties mllitated against aflat. or average increase.

He said, however, that in view of the generally satisfactory oper- ation of mail couriers' "supple- mentary beneflts" in 1948, he would advocate this method of hi-iiiglng the couriers' pay into masonable brackets. To avoid dis- zusslon or mail couriers” salaries being shelved as it was last sess- inn, Mr. Klckham will speak on the subject in the throne speech debate.

Decrease Shown in fishery Catch

There was a decrease of 7.223 lbs. of lobster landed during the period January to September. in- elusive. this year as compared to the same period in 1950. as re- vealed in figures released by the Regional Office of the Depart- ment of Fisheries yesterday. The decrease in value amounted to 3229.898. i

The total weight of fish landed during the period was 211,901 lbs.. a decrease of 353 lbs. from last year. with a value of 32,029,103, a decrease of 5215.500 from 1950.

Notable Increase

One of the most notable in- creases was that of Irish moss. with a total of 35,858 lbs.. value 543,472. which showed gains of 8,022 lbs. and 510.190 respectively. Hake also Increased by 4,040 lbs. with a gain in returns of 812,804. and cod. although 1,948 lbs., down from 1950. showed a gain in value of 311.561. The catch in herring increased by 4,409 lhs., and the value. 52,985.

Visiting Experts Describe Farming Problems In India

The problems, conditions and the progress made for the futlrre de- velopment of agriculture in India were graphically described by the four members of an agricultural mission from that country which is touring Canada. at the first fall meeting of the P. E. Island branch of the Agricultural Institute held in the Vocational School last even- ng.

The member. of the mission were Dr. S.R. Barooah, Director of Ag- riculture for the Government of Assam, Dr. K.G. Joshi, Deputy Director for Agriculture for Mad- hyn Pradesh, Mr. S. A. Hamid. Principal. Central Co-operative G M. Butt, Director of Agriculture Trading Institute at Push. and Mr. for Janimu and the Kashmir Gov- ernment.

President Arthur LeLacheur was in the chair, and the business part. of the meeting was highlighted by reports given by.Messrs Malcolm Reeves and Bruce Mactiaren. of the national convention which they attended last June in Winnipeg.

Introduced by Mr. R. C. Parent. Superintendent of the Experimen- tal Farm. Dr. Barooah described the overall situation and how the numerous problems are being tack- led. The partition of India. he stated, resulted in the loss of the heavy jute and cotton producing areas. and the process of building up other areas to recover this loss is being to show results. There in a great variety of climatic and soil conditions, he said. one of the foremost objectives in a series of five and ten year plans, is the in- crease of irrigation to raise pro- ductlon.

Huge Irrigation Dams

Construction of several dams, one of which is to be larger than the Boulder Dam in the U.S.. will provide irrigation for eight million acres. and at the same time will provide flood control and produce power. other objectives are the education of the farmers to use better farmi methods. and the importation higher grade seed and breeding stock. With a popu- lation of about 350 million people. 67 per cent of whom are engaged in agriculture. Dr. Barooah said that 308 million acres are under cultivation. and the average farm consists of from four to five acres. The soils of India were discuss- ed by Dr. KG. Joehi, who laid that the alluvial soil in the Ganges River basin was the most fertile and the method used to maintain this fertility over the centuries has been to inundate the fields from the irrigation ditches. Old Age Security Pensions Receivable in This Province

Will Total h3,l20,000 Yearly

some 6,200 persons in Prince Edward Island will qualify for the old age security pension when payments commence at the end of January. 1052, it was estimated yesterday by Major Alun Nichol- son. of the Regional Office. De- partment of National Health. here, and Mr. R. B. Curry, Nat- ional Director for Family Allow- ance and Old Age Security Pens- ions. Mr. Curry has been in the Province for the past few days, and leaves on return to the main- land this morning.

Old age security payments by the Federal Government will amount to 5260000 per month in this Province or 31,120,000 a year. The Regional Office is already administering in Family Allowance about two and one-half million dollars yearly.

In commenting on the machin- ery of administration in register- ing all those cntltledlothcold age security pension, Mr. Curry re- marked on "the ingenuity of the people in Prince Edward Island in establishing their age and claims. It was much less difficult than anticipated.”

Previous to the new legislation the Province had upwards of 3.- 000 on its roll of pensioners.

The Regional Office here has noted hesltzmcy on the part oi some to make application under the new scheme, due to lack of proof of age. Major Nicholson ,states his office will extend every courtesy and do everything pos- sible to C0-operule in verifying logitlmate claims.

Mr. curry said that about 70 percent of all those eligible throughout the country have been registered. There will be some 400,000 qualifying. in addition to the 300,000 already drawing pens- ions under the old scheme.

A native of Yarmouth. Mr. Curry held the rank of Wing Commander in the R. C, A. F. and la a graduate in law from Har- vard, and a former Inspector of high schools in Nova Sootia. He is a member of tho Soclnl Commiss- ion of the United Nations for Canada. His visit here at this time has been for the purpose of get- ting first hand information on the progress being made.

REGINA Oct. 17 -l'CP)- Sask-P atchewan's weather was frigid to-l day but the province had a warm. hand for Princess Elizabeth and Prince Philip.

The freezing air brought a glow to the nose of the fur-bundled Princess and knocked out several of her child admirers in Regina. But just about everyone in the wheat city and surrounding prairie who could make it was on hand and developing a hoarse throat from shouting.

The "Queen city of the Prairies" turned out more than half its 72,900 population to see the royal pair, cheer them through the tree-lined streets, then sent them off tonight with gifts. Thursday morning the couple meet the people of Calgary of the foothills cattle country.

In a typical prairie autumn day. the Princess and her husband felt the first clutch of Saskatch- ewan's dry cold, saw their first light -powdertng of snow on a Canadian landscape--arid seemed to like it.

likely that the building can be proceeded with. In view of Lhe fact that the

proposed Charlottetown building is to be seven storeys. in height, a

very substantial quantity structural steel will be required. Even in Ottawa recently. con--

struction was halted on the eight- storey veterans building by order of the steel controller. This halt- built structure will be completed for only three storeys until the steel deficit is met.
