Mr. LAVILAND.—The hon. the Leader of the Oppositicn appears to thivk the Government have exceeded their powers in issuing these Warrants; and that it would have been preferable to have left the tenautry—with whom he sympathises so much—without making au effort to free tiem by paying a few more pounds interest, rather than to have purenrsed the Selkirk Ksiate.
