HARTLAND, N.B.. Dec. 22—-(CP) ~With the movement of potatoes reported at. ll new low in the Prov- iiicc‘s potato belt of Carleton and Victoria Counties and with hun- drcds of men unemployed because of this. New Brunswick's potato growers and shippers were said to- night to be unusually pessimistic about the chances of a profitable disposal of their 1948 potato crop.

In an effort to holster the sagging potato market. the New Brunswick potato growers‘ council, in co-oper- ation with growers and shippers o! Nova Scotia and Prince Edward Is- land. will send a delegation to Ottawa next month to confer with Government officials.

Harry B. Details 0f Civil Service Salary Boost

The Government announced pay increases of from $10 to $20 a month for the services and for a big batch of civilian employees. and it said most of the remaining civil servants soon would get in- creases.

The boosts, covering about 140.000 persons in all. will cost between 320000.000 and $25,000,000 a ycar if the additional increases are on the same scale as announced to- day. They are retroactive to Oct.

WASHINGTON. Dec. 22~(CP)—~ Another hush-hush step along the slow road to a North Atlantic mill- tary alliance \vas taken here today.

The ambassadors of Canada, Bri- tin, France, Belgium, the Nether- lands and Luxembourg resumed top-secret talks with Robert. Lovett. acting United States Secretary of State.

Although details are being iron- ed out almost daily by lesser offi- cials of the seven countries, it was the first meeting of the ambassa- dors since Dec. 13.

Gradually and painstakingly. a plan is being worked out whereby the United States and Canada would pledge aid in the cvcnl of an attack on any of the five Eur- opean countries.

The outcome of the ambassadors‘ exchange of \’l8\VS presumably will be a meeting of foreign ministers at: which an agreement would he signed. Then the pact would go to the elected representatives of tlic seven countries for final decision.

Increased Freight Rates Criticized

WINNIPEG, Dec. 22 -— Premier Campbell of Manitoba today crit- icized increased freight rates on farm implements from Eastern Canada.

In a statement, Mr. Campbell said the latest increase, effective Dec. 27 will go into effect "with no enquiry or investigation by the board of transport commissioners. and without any method by which the public is able to judge wheth-

Under the new rate, implements will be transferred from a special tariff to the sixth class rate, which is higher.

Mr. Campbell estimated the in- crease at 4B per cent more than the rate prior to April 7 when the first. post-war general freight rate increase went. into effect.

Last. September. the railways raised their c pctitive hates by l5 per cent in ddition to the 21- pcr-ccnt, over-all boost ordered by the transport board last April, Mr. Campbell noted.
