CompLaint.—The pump at the southwest corner of Hillsborough Park has been out of order for the past two weeks. Surely it should now be cleaned ont and put in order.

Ture Haydn Quintette Club of Halifax promise a grand musical and literary enter- tainment in Market Hall on the 15th inst. Good judges say the ‘‘Quintette” is the best musical club in the Maritime Provinces.

Aquatic.—A crew of oarsmen at De- Sable are constructing a four-oared gig 35 feet long for the coming regatta. Another four-oared boat has been imported from Halifax by a crew which has recently been formed in this city.

THe barque ‘* Ocean Express’ sailed from Halifax for London on the 8th inst., with a cargo of 19,373 cases of lobsters— the largest shipment of canned goods ever made from that city.

His Lorpsute Bishop Melntyre and the Rev. James McDonald, V. G., left for Halifax this morning with the object, we understand, of assisting at a grand Ponti- fieal High Mass, which will be celebrated in that city for the late Bishop Conroy.

Late Paris despatches announce that a marriage has been arranged between Prince Louis Napoleon and Princess Thyra, third danghter of the King of Denmark. Princess Thyra is a sister of the Princess of Wales.

MAcKerEL fishing has been prosecuted on a small scale at the Three Tides during the past week. Some of the ‘‘fishermen” have been rewarded with good catches. We are informed that mackerel have never before been so plentiful in this harbor as at pres- ent.

Tue steamer ‘‘Miramichi” arrived from Quebee at noon to-day with a cargo of mer- chandize. She had on board on her de- parturve from Quebee one hundred and ten passengers, the majority of whom were ticketed for Pictou. ‘I'welve of the number landed at this port.

Quick Work.—The schr. P. L. G. re- cently wade a passage from Charlottetown to Picton, loaded coal here and returned to Charlottetown in the short space of twenty- two hours. This is probably the best voy- age ever made between the ports.—NStan- dard,

Tue result of Dr. Tupper’s visit to Queen’s and Lunenburg is that strong can- didates have been nominated to oppose Dr. Forbes and Mr. Church, with absolute cer- tainty of success. Thus the visits of the Doctor always help the Grits, as the Hali- fax Caronicle says.—Sun.

D., formerly ‘of this Island, new of Hamilton, Ont., will lecture in the Atheneum, Prince Street, this (Saturday) evening, on ‘‘ The Reform- el Episcopal Church a necessity of the Times.’ Admittance free. The public are cordially invited. A collection taken at the door to defray expense of hall.

Jupcr Course, after 25 years most hon orable service, resigns the Judgeship of Quarter Sessions, to accept the Liberal- Conservative nomination for Montreal East. Rich, popular, and standing well with all classes of the community, he will either not be opposed, or willfsweep all opposition be- fore him.

Paria Ecripse or ta& Moon.—On next Monday afternoon there will be a partial eclipse of the moon which will be visible in P. E. Island. The moon will enter the penumbra, on the 12th at 4h. 58m, 16s. p. m. and will enter the umbra at Gh. 18m. 22s. p.m. The central eclipse will be at 7h. 43m. 55s. p.m. The moon will emerge from the wnbra at %h. 9m. 54s. p. m., and from the penumbra at 10h. 29m. 40s. p. m. Assuming the moon’s diameter as 1, the magnitude of the eclipse is 0.590, The moon will enter the umbra at 109° from the extreme northern line eastward and emerge from the umbra at 157° westward.

Tue Moonlight Excursion, under the aus- pices of ‘* Victoria Debating Society,” has been again postponed, on account of the weather. If Monday night is fine, the ex- cursion will take place. It was announced on the boat that the excursion would be postponed to Wednesday night ; but it will be impossible to get the boat on that night. Ticket holders will please take notice. We may say, in this connection, that the So- ciety look forward to lively meetings in the autumn and winter months; and, as their is considerable debating talent connected with it, their is no doubt of its success.

*“ELogveNnce AND Orators.”—Reyv. D. D. Currie lectured on the above theme, last evening, in Ring’s Hall. The andience was large, as should be the case when this gen- tleman takes the platform. Rey, B. Chap- pell, Pastor of the Germain Street Metho- dist Church, under whose auspices the lee- ture was given, filled the chair. The sub- ject was treated for an hour and a half in a masterly manner that occasioned frequent outbursts of applause. It abounded in

reminiscences and anecdotes that were aptly introduced and were told with happy effect. The proceeds of the lecture are for the building fund of the new church, and a handsome suin will be the result.-——St. John

The Constitutional, a Bonapartist organ, announees that a marriage has been ar ranged between Prince Louis Napoleon, son of the Emperor Napoleon Hf., and Princess Thyra, third danghter of the iXting of Den- mark. The date of marriage has not yet been fixed. It is stated that the marriage will be made the occasion of a beneficial re- vision of the Treaty of Prague. The Priceess Thyra is a sister of the Princess of Wales.

Havre, Aug. 8.

The dory Nautilus has arrived, having accomplished the passage from America in 56 days. The Nautilus wiil be taken to the Paris Exposition.

Raausa, Aug. 8.

Suleiman Pasha, with 1,500 Asiatic ircops, is shnt up in Trebinje. He will not allow insurgents to enter the town, fearing the massacre of the Turkish authorities.

Fifteen thousand Bosnian regular troops deserted from Trebinje and joined the in- surgents at Durbrows.

Vienna, Aug. 9.

A despatch to the ines says the Turkish Government declares emphatically that it has ordered its representatives not to oppose Austria’s delay of their orders until the in- surrection has established itself in the heart of the Bocina Islands somewhat from their value.

A Vienna despatch to the Revwtor says that, in view of the insurrection movement in Bosnia and Herzegovania, which the Porte is here strongly suspected of ferment- ing, and in consequence of the agitation in Servia and Montenegro, the Austrian Goy- ernment, notwithstanding the strong corps of oceupation sent to Bosnia and Herzego- vania, intends egecting further mobilization of its forces, in order to have in reserve an additional army corps ready for active ser- vice.

Great annoyance is felt in official quar- ters here at the unfortunate Maglaj affair —the Anstrian loss—which is considered due to manifest carelessness.

It is stated that Prince Bismarck, in his negotiations with Nuncio, expressly insisted upon the maintenance of German Kcclesias- tical Laws, but agreed that their interpreta- tion should be subject to an understanding with the Vatican.

Lonpon, Aug. 8.

A special despatch from Vienna to the Daily Telegraph says that information that the Porte has issued instructions to ofticials throughout Bosnia and Herzegovina for- bidding opposition to the Austrian occupa- tion is derived from unexceptional Austrian sources, and sets at naught the idle rumors concerning the Porte and alleged connivance with the insurgents. Some resistance, nevertheless, is expected at certain points, and may cost some Austrian lives, as would have been the case, even if the Austro- Turkish convention had been consolidated before the frontier was crossed. ‘The res- pectable portion of the inhabitants every- where have welcomed the Austrians. Only persons of the lower classes have banded troops and joined the imsurrection.

The opening of the new winning at ‘* THE SYDNEY MINES” and the fact that the SYDNEY COAL now being shipped is all from the DEEP taken in connection with re cent improvements in the process of screening, affords purchasers a positive guarantee of the very superior quality and condition of the SYDNEY COAL now offered for sale.

It is a well-know fact that for many years past the prices of other Cape Breton coals have heen regulated by the rates fixed for SYDNEY COAL; but while it is true that other coals, to get a sale at all, have been pressed on the market at various prices under the current rate of SYDNEY COAL, it is no less true that, taking into account the superior lasting qualities of SYDNEY COAL when compared with other Cape Breton coals, the advantage, both as to economy and convenience, is in favor of SYDNEY COAL, even at a much higher price.

The General Mining Association (Limited) regret that they should again have to caution the Public against the attempts being made from time to time to induce them to buy in- ferior coals purporting to be ‘* EQUAL TO SYDNEY,” “SUPERIOR TO SYDNEY,” etc., etc., while some yet more unscrupulous vendors have not hesitated to advertise their coalas SYDNEY COAL (from some designated locality). All these efforts to sell coal by such means are only so many admissions on the part of those who make them of the sraNDARD character of SYDNEY COAL.

lt has come to the knowledge of the Asso- ciation that in frequent instances parties giving orders to truckmen and others for SYDNEY COAL have been furnished with other and inferior coal. ‘The Public are cautioned against permitting themselves to be imposed apon in this way.

Every vessel loaded at THE SYDNEY MINES is furnished with a certificate of her cargo being Sydney Coal. Parties purchasing should satisfy themselves by demanding the production of this certificate.

A ‘Byo-Law for Levying an Assess- ment on Real Property in the City of Charlottetown.

(Passed by the City Council 19th July, 1878.) HEREAS, it is necessary and expedient to pass a By-Law for the purpose of levy-

ing an Assessment on the rental of Freehold and Leasehold Property in the City of Char- lottetown, for City and School purposes, for the current year ending on the twenty sixth day of May, in the year of our Lord one thou- sand eight hundred and seventy nine,—

Be it therefore enacted by the City Council of the City of Charlottetown as follows :—

1. There shall be paid by tlie oceu ts or owners of Freehold or Leasehold I within the City of Charlottetown, for City and School purposes, the following sum, that is to say, the sam of Twelve Cents onevery Dollarof the rental for the current year ending on the twenty-sixth day of May, in the year of our Lord one thousand eight hundred seventy- nine, according to the valuations entered against the names of cach and — every person in the Valuation Book of Real Property made by the Assessors of of the City of Charlottetown, and returned by the said Assessors to the said City Council on the twelfth day of July, in the year of Our Lord One Thousand Eight Hundred and Seventy-eight.

2. In cases where the oceupant named in the Assessment Book of real property, made by the said Assessors of the City of Cherlotte- town, shall have left the premises so assessed before the time of giving the notice of asseas- ment required by law, such notice shall be served upon the person or persons actually in possession ; and, if the premises be vacant, then such notice shall be served upon the owner or owners thereof, or his or their agent ; and such owner or owners shall be deemed, for the purposes of this law, the occupant or 5 eccupants ; and such occupant or occupants, owner or owners in the cases aforesaid, shall be severally liable for the payment of the sum entered against the name of the original oceu- pant or occupants in the Assessment Book of Real Property madeup bythe said Assessors of the said City, and deposited with the City Clerk, subject to the same right of appeal as the person or persons originally assessed was or were entitled to.

8. In cases where tenement houses contain- ing two or more occupants, and where either the owner or one occupant was originally as- sessed, the City Collector shall have power and authority to divide and apportion such as- sessment between the several occupants in proportion to their several or respective rents, in order that the notices for assessment may be served on such occupants in due form,
