BRUSSELS (AP) - A Socialist professor schooled by Roman Catholic Jesuits has taken over as Belgium's foreign minister.

Victor Larock. who succeeds Paul Henri Spank. is a relative newcomer to international coun- ciis. But he already has gained note as an agile thinker and force- fut debater.

His appointment has been hailed by Western diplomats who expect him to follow the European unifi- cation policies of Spaak. NA'l'0's new secretary-general.

For many years a teacher of languages at the University of Ghent and Brussels. the 53-year- old Larock did not enter p'olitics until the war. when lie joined Bel- gium's Labor party directorate. Jailed by the Germans for anti- Nazi activities. he emerged at war's end as political director of the leading Belgian Socialist party nespaivper. Le Peuple. From then on his political career moved swiftly.

A Belgian delegate to the United Nations from 1946 to 1946 and rep- resentative at the consultative as- sembly of Europe for the next five years. he became foreign trade minister in 1954.

Larock is a firm believer in the Western way of life but as trade minister he favored increased traffic with East European na- tions.

He won attention in 1948 when he attended the Budapest congress fusing the Hungarian Socialist and Communist parties. Larock. who opposed the Soviet-directed move. told the hostile assembly:

"it is a very peculiar socialism which leans upon the 'strength of the army. secret police. the die- tatorship of a single party-a so- cialism which aims. not at liberat- ing the workers. but at brigading them to enslave them . . . ."
