JUNE 20, 1892. Tricks that are Vain

lr Mr. Premier Peters imagines he can escape the consequences of his corrupt i- terference with the affairs of the Land Office by the tricky form of Mr. Balder- ston’s letter, and the equally tricky com- ments of the Government organ upon it, he will have a somewhat rude awakening one of these days. The Patriot claims that Mr. Baldersion’s letter is the result of a thorough examination of the Cash Book and Township Ledgers. Now, let us com- pare the examination he says he made with what Messrs. Arnaud and Carvell say they made of these books. Mr. Balderston says that he, —

‘* Compared the credit entries ia the Town. ship Ledgers for the whole of the year 801 with the entries ia the Cash Book, and after

wards examined the Cash Book for unchecked

items.”

Messrs. Carvell and Arnaud say they,—

** Compared the entries on the debit side of the Cash Books with the credit entries in the

: : : h Tc hip Ledgers and examined the Cas Seed nd ledger entrees for unchecked

items.”

It will be observed that while Bal- derston slavishly follows the of Messrs. Carvell and Arnaud’s report in all other respects, he leaves out the words we have placed in italics. Why were these words, “‘and ledger entries’ omitted ! Simply because Mr. Peters did not want any inqu:ry into the many hundreds of credit entries in the ledgers, for which no corresponding entries were made in the Cash Book, and which, as # matter of course, remained unchecked when the com- parison was completed. We apeak advisedly when we say that there were hundreds vf such entries made in 1891, and that many of them are highly improper credits. They amount in the whole to from ten to fourteen thousand dollars! Mr. Balderston’s exam- ination is a perfect sham. He deliberately avoided an inquiry into the class of entries which we believe covered the shortage of $4,500, as well as the sum of $9,552 ad- mitted by the Government to have been given away in reductions |

But although Mr. Balderston does not say that he examined the ledgers for un- checked items, or, in other words, for entries not having corresponding entries in the cash book, yet it was impossible that he should be iguorant of their existence or of the fact that they represented many thousands of dollars. Therefore, the state- ment that he found “* everything correct ” and a difference of only ‘eleven cents’ between the cash book and ledgers, must have been made to create a false impres- sion.

Who will be the next to be dragged into the mire through Mr. Peters’ arbitrary and tricky conduct? Already the Legislative Councillors have been grossly deceived into voting away their own seats by his assur- ances regarding the two-thirds vote clause ; the Commissioner of Public Lands has got himself into deep trouble by permitting the unscrupulous Premier to Gictate in the business of that department ; and the Pro- vincial auditor has sacrificed his usefulness by signing his name to an ambiguous, mis- leading and erroneous report. Is it any wonder that leading liberals are openly declaring, ‘‘We must get rid of Peters, or the party 1s lost” ?

Direct Taxation in Quebec.

In full view of heavy direct taxation as a direct result of the Government's ruin- ous policy of giving away our Land Office assets, imposing a debenture debt upon the country and continuing to heap up deficits, the measures to be adopted for the direct taxation of the people of Quebec, as a re- sult of grit rule in that province, have for the people of Prince Edward Island a spe- cial significance. The resolutions now be- fore the legisiature of Quebec provide for an annual tax on all manufactures of $50 it the capital employed is under $50,000; $100 on a capital upon to $100,000 and $150 if over that sum. Every shopkeeper, trader, person or firm carrying on business is to pay 4 yearly license of $100 in Montreal, $80 in Quebec, $50 in other towns and $30 in other places for wholesale, and $100 to $80, according to rental value,if retail, and annual licenses are required from al) desl ers in liquor, including dining cars and druggists, varying from $650 to $200. These, with a levy upon real estate and mortgages will make the people of Quebec smart fur their over-indulgence in Mercier- ism.

The Redistribution Bill.

Tus bill is being amended as it passes through committee. The Government are acting in a moderate and reasonable way. When a mistake is pointed out, the point is considered and corrected. The just and conciliatory conduct of the Government contrasts favorably with the obstructive tactics of the Opposition.

—Although nine of the persons engaged in the lynching of the negro at Port Jervis were fully identified, the corover’s jury brought in # verdict that the negro came to his death by ® person or persons unknown. This is not to be wondered at. A South Carolina Governor, the Hon. Mr. Tillman, made the solemn and public avowal that, in his official position, he would head a party to lynch any negro that would assault a white woman, Justice is not so administered in British countries.

Si: John expressed himself gratitied to receive reoresentations from the association. The suzgestion isa good one. A reformatory is needed—at least in this part of Canada.

Henry Found, the well-known tailor, died yesterday afternoon after a short illness. He was 78 years of age.—Halifax Chronicle.
