NEW YORK, Sept. 29—(AP)-— The stock market today broke its lengthy string 0f losing Mondays with a modest average advance led by steels and selected indus- trials.

Activity picked up at intervals after the opening but slow-downs were frequent. .Gains running to a point or more maintained the majority at the close although top marks were reduced in many cases and a smattering o! pivotals shifted to the minus column. Transfers of 740,000 shares com- pared with 640.000 Friday.

Some bidding was based on the belief today's presidential ierenve would rcsult in a special congressional session with the big scale dollar Europe as a slop-gap nicasllrfi- The dark foreizn picture, invlud- ing Russian complications, remain- ed as a sobering influence.
