The com- promise of the Secretary of state for the colonies, Joseph Chamberlain, on the ap- peal clause, as finally adopted, secures the same powers and rights of appeal to the Privy Council as exists for Canada with the exception that no appeal shall be per- mitted from a cecisive of the high court upon questions regarding the limits interse of the constitutional powers of the commonwealth or of the separat: states, unless the high court certifies that the question ougkt to be determined by the Privy Council.

Notwithstanding every available effort ard assiduous care to overcome the dire disease, he succumb- ed on Tuesday, May 29:b, in bis 68th year.
