V ITH reference to my Circular Despateh of the 26th of

October last, I have the.honor to transmit to you a copy of an Order of Her Majesty in Council of the 28th of December last, extending to the United States of Columbia the provisions of the Foreign Deserters’ Act, 1852.

At the Court at Osborne House, Isle of Wight, the 28th day 01 December, 1866. PRESENT : The QUEEN’S MOST EXCELLENT MAJESTY in Council.

Whereas by the “ Foreign Deserters’ Act, 1852,” it is provided that when ever it is made to appear to Her Majesty that due facilities are or will be given for recovering or ap- prehending seamen who desert from British Merchant Ships in the territories of any Foreign Power, Her Majesty may, by Order in Council stating that such facilities are or will be given, declare that seamen, not being slaves, who desert from Merchant Ships belonging to such Power, when within Her Majesty’s Dominions, shall be liable to be apprehended and carried on board their reSpective ships, and may limit the operation of such Order, and may render the operation thereofsubject to such conditions and qualifications, if any, as may be deemed expedient ; and whereas it has been made to appear to Her Majesty that due facilities are given for recovering and apprehending seamen who desert from British Merchant Ships in the territories of the United States of Columbia :

Now therefore, Her Majesty, by virtue of the powers vested in Her by the said “ Foreign Deserters’ Act, 1852,” and by and with the advice of the Privy Council, is pleased to order and declare. and it is hereby ordered and declared, that, from and after the publication hereof in the London Gazette, seamen, not being slaves, and not being British subjects, who, within Her Majesty’s dominions, desert from Merchant Ships belonging to the United States of Columbia, shall be liable to be apprehended and carried on board their respective ships :

Provided, always, that if any such deserter has committed any crime in Her Majesty’s Dominions he may be detained until he has been tried by a competent court, and until his sentence, if any, has been fully carried into effect.

And the Right Honorable the Earl of Carnarvon, the Right Honorable the Viscount Cranborne, and the Right Honorable Spencer Horatio Walpole, three of Her Majesty’s Principal Secretaries of State, are to give the necessary di— rections herein accordingly.

be entered in transit, under the transit regulations now in force, from the United Kingdom to the British Possessions abroad, shall be furnished by the person or persons entering such Goods to the proper Ofﬁcer of Customs at the Port or Ports in the said Kingdom at which such Goods maybe entered for exportation in transit.

James Yeo, against the Lands, Tenements. and Here- ditaments of the late James McKinnon, deceased,,I have taken and seized as the property of the said James McKinnon, deceased , All the righb', title and freehold interest of the said James Mac- Kinnon, in and to two hundred acres of land, with the improve- ments thereon, situate on Township No. 14, in Prince County, and I do hereby give public notice, that I will, on the llth day of March, 1867, at 12 o’clock, noon, at the Court House, in St. Elea- nor's, in said County, set up and sell at public auction, the said property, or as much thereof as will satisfy the levy marked on the said writ, being £114 25 2d, with interest on £10133 4d, part thereor from 8th December, l846, until paid, 173 for said writ, besides Sheriff’s fees and incidental expenses.

James Yeo, against Angus McDonald, I have taken and seized as the preperty of the said Angus McDonald, All the right, title and freehold interest, in and to ﬁfty acres of land, with the appurtenances, situate on Township No. 14, in Prince County; and I do hereby give public notice, that I will, on the llth day of March, 1867, at 12 o’clock, noon, at the Court House in St. Eleanor’s. in said County, Set up and sell at Auction, the above mentioned property, or as much thereof as will satisfy the levy marked on the said writ, being £68 14 43d, with interest thereon from the 24th November, 1864, until paid, 16s “M for said writ, besides Sheriﬂ"s fees and all incidental expenses.
