Dr. Metcalfe, a native of Saint John. NB. was an honor gradu- ate of the University of New Brunswick at Fredericton. After lhis graduation in 1943 he entered Dalhousie medical school in Hali- lax.

Dr. Metcalfe interned at the Saint John General Hospital in 1917 and at the Children's Hoopl- tal in Halifax in 194.8.

V A resident of Windsor for the Epast four years. Dr. Metcalfe was ’at the time of his death resident psychiatrist at the Eloise Hospi- tal in Detroit. where he was do- ing further post-graduate work.

A veteran of the Second World War. Dr. Metcalfe entered pri- vate practice in pediatrics here after his discharge. He also served as an industrial doctor for the Chrysler Corp.

This one could be the broadest yet in scope. though cabinet thinking on the makeup of a forthcoming transportation inves- tigation is understood to be still pretty nebulous.

This investigation stems from complaints by eight provincial governments—all except Ontario and Quebec—against the latest freight rate increase of 17 per cent awarded the railways by the board of transport commissioners in November.

of a full-ﬂedged royal commis- sion. That would seem to be the logical form for an inquiry of the magnitude the government has indicated.

The last royal commission on transportation. headed by Hon. W. F. A. Torgeon. turned in ill report almost exactly 10 years ago after a two-year inquiry. It resulted in legislation for the cross v country equalization of freight rates, for giving the West n panicular break on certain freight charges and for n parlia- mentary overhaul of the top- heavy financial structure of tho publiclyowned CNR.

Any new royal commission would find its work overlapping that of the last one. for the rail- way-regulating transport board is still wrestling with the equaliza- tion problem. And it will be doing no for a few years yet.
