4th. The principal defect in the new System of Education, appears to be the inadequacy of the Teachers’ allowances; and the Committee suggest the propriety of making a small addition to the said allowances.

That Parties who have no children should be exempt from Assessment under the 20th Section Power to be given to Inhabitants to meet, and appoint a_ Committee to assess Inhabitants for the erection of Schtmlhousc.and to so rlntend same. That the Teacher shall be entitled to allow- ance whcnsoever there are Fort Scholars re- sidont within the District provided that the daily attendance shall not be less than 15.

Allowance under the 28th Section to be in- creased to 30s. for Male, and 20s. for Female Teachers. Teachers who have qualified under 7 Vic. Cap. 28, to be allowed to teach at it Snlnrny of £35 per unnum, wherever they can obtain access.

hat there be but two Vacations in future, viz., it Spring Vacation, extending from 15th May to 1st. June, and an Autumnal Vacation, extending from 1st. to 15th, October.

That the amount of Evidence necessary under the 32d. Section, be more clearly defined. That Trustees’ Book be taken as prime acie evidence of all Assessments, and that the IIOOI Visitor be required to enter his name and date of Visi- tation in Trustees’ Book.

That: the 33d. S-action be so amended as to authorize Evidence of Complainants and of Teachers to be taken on Oath before any justice of the Peace, not interested in the issue of the dispute, and forwarded to the Board of Educa- tion for their decision thereon.

That a power of expulsion for misbehaviour, be vested in the Trustees.

That Tencliers of Acadian Schools be required to open English Classes, and import instruction in Reading, Writing, and Aritliinctic.

That Charlottetown be divided into Districts —each District to be empowered to choose its own Trustees. An increase to be made in Teachers‘ Salnries—niale and female-—Board of Education to be empowered to increase the number of Schools, with the consent of the Executive, and the Inhabitants to be empowered to assess themselves for Schoolhouees.

That not more than Two Schools be establish- ed in Charlottetown Royalty.
