The candidates are to be neither directly or indirectly engaged in the manufacture or sale of fermented or distilled spirituous liquors. They shall have the same pro perty qualifications as those required for City Councillors. No candidate is eligible for election, nor can votes be received for any candidate, unless he is first proposed as a candidate by some elector and second ed by another.
Ifany member of the Licensing Board becomes “interested or engaged”’ in the sale of liquor, his seat is immediately va cant; and a new election must forthwith be held. The Board is to meet within one week after election and at least once a month afterwards. The vote of the ma- jority of the Board is binding; and, if any one of the Board is absent, after at least one day’s notice of any special meeting, the other two may transact all business. The duties of the Board are tbus pre- scribed : --
The Board shall first determine, on any application, whether or not & License stiould be granted; their decision shall be final; and if they determine in the affirm- ative (that a license may be granted) then the Secretary of the Board shall submit the uppligation to each and all of the rate: payers in the block where the proposed license is sought for, and also to those resident on the opposite side of the street, extending as far back as the block oppo- site only; and if a majority of the rates payers signify their desire in writing to such Secretary thatthe license should be granted, it shall at once, on payment of the fees and compliance with all other re-~ quirements of the Board, be granted; but if the rate.payers decide against the grant~ ing of the license it shall be refused.”
The Licensing Board have power to dix vide the Common into blocks or divisions for the purposes of the Act. The Board has also the power to pass by-laws respect-« ing the granting of licenses, the fees to be paid therefor and the regulation of the sale of all spirituous or fermented liquors. But, until it does so, the existing by~laws and regulations shall remain in force.

‘“‘OxrorD, Aug. 23.—A fire broke out at 11 o’clock to night in the Oxford Wood- enware Manufacturing Company’s factory. it was breaking out when the alarm was given and almost immediately the flames communicated with a saw mill, W, W. Thompson’s house and the Drill Shed, all of which are completely destroyed. By great exertions the house of William Wood and the Companys warerooms were saved. ‘The loss is very heavy, but cannot be estimated now. A great deal of lumsc ber was consumed and all the machinery, a great deal of which was new and expen.. pensive, including a new engine and boiler. ‘he ladies turned out and passed buckets, which was a great aid to the men.”

We thought he said that if bis rendering of the law was right, there would be presented the ‘‘phenomenon”’ of the young men of the town retaining their franchise while the young men of the Royalty and all other parts of the Island would, under certain circumstances, be “disfranchised.’ Certainly it would be a strange and unusual appearance ~a “phen- omenon”’—in the political world of Prince Edward Island, if the comparatively few young men of the town were permitted to walk up to the polling booths and deposit their votes, while the great body of intelli- gent young men who live in the country, and by the country, and for the country, were obliged to stay at home, politically muzzled and tethered—without the power to move a hand towards the ballot box.
Perhaps it would be right to use both words. The law may be properly called an * anomaly” and the effect it may pro- duce might, figuratively, be termed a poli» tical “ phenomenon,”’

Upon a number of white woolen under- shirts is to be stamped the signature of Mahommed. The articles are intended for distribution to Turkish soldiers when upon especially dangerous duty, to stimulate their courage under the impreession that they are talismans.

Painrut Accipent.—On Friday, the 17th inst., a lad named Edward Huestis, son of Mr. Wm. Edward Huestis, was severely burned by molten iron at the foundry of Messrs. 8urrill, Johnson & Co, It appears ithat in running across the place he met two of the men, each carrying a ladle of molten iron, one of whom he avoided, but struck the ladle of the other, spilling the liquid metal in through the waistband of his trousers, whence it made its way to his boot. He was at once taken home and his injuries attended to. We are pleased to learn that, though his foot is severely burnt, he is doing well.— Yarmouth Tribnne.

The charge of swindling, preferred ahainst John Rankin, a resident of this city, has been dismissed, Lord Dufterin’s visit to the Mennonite Settlement has proved very gratifying to all. The address presented by the settlers expresses their loyalty and contentment, and calls attention to the thriving farmers and the abundant harvest, to show that the representations upon which they were induced to immigrate to the Provinces are more than justified.
