IDNDON. Dec. 4 -— (AP) —Rus- sis has become a member or the International Amateur Athletic Federation and thus has taken a major step toward partlcilpntiel in the 1948 Olympic games.

Lord Burlhley, president of the I.A.A.l“. and -a. ranking Olympic official, made known Russia's join- ing the international group today when he cabled the Soviet all-union committee of physical culture and sport; "1 extend to you a hearty welcome to our activities...” .

The I.A.A.F'. controls track and field throughout the world and ls in charge of the d2 events in that sport on the Olympic program. Unless a country is a. member of the I.A.A.1“. it can not compete in track at the Olympics.
