Current problems’ affecting the

‘an areas -of -Porkdals and Spring Part: in relation to the City of Charlottetown were brought a measurable step nearer solution at a panel discussion by representa- tive citizens at Rotary luncheon yesterday. Constructive suggestions for remedying present conditions were advanced by the following speak- ers:. Messrs. F. Walter liyndmsn. Charlottetown. past president of the Charlottetown Board,-of Trade and former chairman of the City Planning Board; Maurice McAlesr. 18-year-old Army veteran, who is president ad the Parkdale Men‘: Association. liv in the Parkdale district and is an income tax as- aeasor for the Dominion Govern- ment; Earl Kennedy. ex-Army Ma- -jor. a resident of the Spring Park district and garage superinten- dent for the Provincial Depart- ment ot Public Works; M. Alban Farmer. K.C.. Charlottetown. flor- msr City Councillor and a recent Mayonlty candidate: and Jain P. Connolly, Provincial Director of Tovm Planning.

The participants in the panel discussion, which had been sug- gested by Major Frank Storey of the Rotary programme commit- tee. were warmly thanked at the conclusion of the luncheon by Pre- sident Rouel LePage.

“I am delighted that your Club has brought this subject forward‘ for public discussion. To my mind it is the most important matter facing the citizens of Charlotte- tawn. and of the fringe area. It seems highly desirable that the problem be approached with an open mind. ,

“Certainly from the over-all plann- ing viewpoint close co-operation between the city and the fringe is necessary to properly co-ordinate highways. streets, water and sew- erages. as well as electric power and telephone lines, health. educat- ion, police and -other services. Geo- graphically, the fringe area. being in the nature of a semi-circular strip, would be difficult to develop as a unit and there would be the excess cost of administration if it were separately incorporated.

“As I understand the present situation. the City Corporation does not -wish to be burdened with administration and development of the fringe area. including the costly installation of sewers and water supply. on the other hand, the fringe ares. does not want to join the city and L immediately subject to the 3.25 per cent tax rate now payable on property located within the city limits. One can hardly blame either side for its stand, but in the interests of both, for many reasons, it seems to me that an effort should be made to- ward a compromise. ' '

"I wish to express my thanks in you and your club for inviting me here today to express by opinion on a problem which is of very great importance to the citizens of Char- lottetown and those. of us who live on the outskirts of the city.

“The msjorproblem facing the citizens living just outside the city is sanitation and in saying that this is a serious or major problem is a gross understatement; it is possible that an epidemic, such as typhoid fever. might break out at any moment despite the pre- cautions the people are taking in the area co ". If an epidemic of any nature should break out the imaginary boundary line of the city of Charlottetown will not prevent the spread of the disease and indeed it might envelop a large portion or all‘ of Prince Edward Island. The Sanitation pro- blem arises from the use of a large number of septic Tanks in a small area and at the same time pumping water from the ground for domestic use. Nearly all the people in the area known as Parkdale make use of a Septic Tank while t ,-five percent of the people have pumps installed in order to obtain water for household so. In some cases refuse from the septic Tanks has found its way into the water being pumped up and thence to the kitchen table. This matter is very serious to Charlottetown and Roy- alties and something should be done immediately and by that I mean Today; next month or next year may be too late.

"There are perhaps several ways in which this major problem can be overcome and one of the ways should be for the commissioners of Bowers and Water Supply to ex- tend their services to all the people adjoining the city at a reasonable price. this -would be good insurance against the outbreak of diseases. good ‘business for the water do- partment and the problem would be solved.

"In some quarters there is grow- ing opinion that Charlottetown should extend its boundaries to in- clude the areas adjacent to the city and, while this is not my own fixed opinion, I see no reason why representatives of the citizens con- cerned cannot freely discuss the possibility of union or any other

The question, therefore. may well be asked. by the citizens of Char- lotfeiown. why should they pay ad- ditional taxes just to accommodate those, who in some cases. purpose- ly built outside of Charlottetown to avoid the Charlottetown taxes.

“The subject under discussion is onawhichhasboenandstillisof grave concern to a. great many of the residents oi the area bordering The City of Charlottetown, and. 1 might add, of grave concern also to some of the residents of the city. for some of these people have ni- roady publicly stated their views on this question.

“It appears to me. and I might say, that I am speaking as an in- dividual resident of the spring Park District. that the present situ- ation resolves itself into a business problem and as such should be dealt with‘in’ s business-like way.

"The Incorporation of the sren bordering Charlottetown into the City would mean. that the City would in eftect be selling to the present surburbs an extension of their present services. These ser- vices would be such items as water supply and sewerage disposal, pro- bably the most important. paved streets. sidewalks. police service. fire pa tection, street lighting and control of building——very import- ant, as already there are definite indications of depressed areas on the outskirts of the City.

“On the other hand. the resi- dents of the area surrounding the City would like to know approxi- mately when these services might be available and an estimate of cost it would be most unusual for any of us to make a purchase without first ascertaining the cost or at least an estimate of cost. so I think an estimate of cost would be necessary and not an unreason- able request.

“To implement the above would require a. great amount of com- mittee work by representative groups of all concerned with in most instances specialist advice. Representative committees. so that any plan or policy ‘evolved would be satisfactory to all and specia- list advice because most of the work involved is technical in nature and as such is outside the realm of “know-how" of the aver- age citizen.

"One major item which now would require very little work. is the matter of evaluation of Pyo- perty in the area bordering the city for taxation purpose. All Property in this area has been equitably Ii!- praiscd in the past eight or ten months and it would be merely a. matter of an- plying an assessment rate to the present valuation. I do not know how the City stands in this regard but if they have had a recent pre- perty appraisal then this often con- tentious pcint would become a min- or item. .

“It would appear that if. and only if. the city and the area sur- rounding the City are Iirflflble in inciple to the incorporation of the outlying areas into the City. than only._ will there be any neces- sity of commencing the great amount of preliminary discussion and planning before any develop- ment program can be formulated for presentation to all concerned.

"In October I attended a confer- erice on Community Planning in the City of Winnipeg and during the five day conference ,! had the opportunity of discussing prob- lems with all the leading plan- ning experts of Canada. This con- ference wss very fruitful.

“In November I arranged a meetingrin the City of Halifax with the Planning Directors of P- E. I.. New Brunswick and Nova Scotia. In attendance at the meet-. ing were Mr. Dumsresq the City Planning Engineer of Halifax: Mr. George Bates, Planning Consultant to the Provincial Government of Nova Scotla: Warden. William Gates. of the County of Halifax and Mr. Don Taylor, Director of Planning for the l’rovEnce of lien‘; Brunswick. Our discussion lasted two days and again I had the ad- vice and experience of men who had spent many years in this par- ticular field at no cost to our Pro- vince. The function of the Plan- ning Department of the Provincial Government is not to build _pro- jecis. but to provide leadership as to how these projects should be carried out to the best advantage of all concerned.
