Those without Canadian Citizenship who do not have Landed Imm— igrant Status should have been charged $60.00. The great difference in rate comes from the fact that each Canadian province covers its citizens, with some small variations, with most medical expenses, except drugs, and with hospital insurance up to the ward rate, It follows that the coverage extended to those who do not enjoy these‘benefits from a Prov— ince but do get them from our plan is much more exten- sive and, therefore, must COSt more.
