and justifiable proceeding. If the Paris green were used for the common good, 10 one could rightly complain if it were paid for out of the common purse.

But this is not the way of the Peters

combination. As their legislation is delib- erately framed to strengthen their party,so their distribution of bug poison is deliber- ately managed so that it will inure to their party’s profit.

The Paris green was purchased by whole- sule at 134 cents per pound. Messrs. Fennel & Chandler made one and a half cents per pound out of the transaction, the grit retailers of the poison having to pay 15 cents a pound it, while they the farmers 15 cents per pound—-makirg three

cents per pound as their share of the profit, Phus we see that the profits of two seta of grit middlemen are taken out of the farm- ers in addition to the original cost of the Paris green !

It was stated, afew days ago, by. the Patriot, that Paris green was cold last year at 40 cents per pound. If so, it was sold by some extortioner. Leading druggists and dealers here state that the retail price of Paris green last year was 25 cents per pound and for five pound lots 20 cents. Last year, it will be remembered, the rav- ages of the bug had just begun. Very little Paris groen had previously been used in its destruction. The consequence was that the supply of it in stock was small, But this year, druggists and other merchants antici- pating a demand for Paris green, laid in a large supply, and were ready to sell it at low prices in the face of a keen competi- tion. On the top of this there is brought in by the Government » thousand dollars’ worth of the stuff at 134 cents per pound— about seven thousand pounds, or enough to make fourteen hundred thousand gallons of bug poison.

In extenuation of this outrageous viola- tion of the rights of legitimate merchants, eur trading Government plead that the Paris Green they have imported is pure This is not true. In New York, pure Paris Green, in barrels, is quoted wholesale at 16 to20centsperpound. Pure Paris Green can- not be obtained more cheaply. Our Govern- ment bought theirs at 13} centa per lb.; consequently their's is not pure. Their’s is, indeed, but an inferior variety of the ordi- nary Paris Green of commerce. Paris Green, it may be remarked, is made by mixing five parts of verdigris with sufficient water to form a thin paste, and adding this to a boiling solution of four parts arsenious acid in fifty parts of water, keeping. the mixture at the boiling temperature and adding a litt’e acetic acid to retain a bril- liant color. But the bug poison sold by the Government is no better than that which is branded *‘ No, 2"—if it is as good.

There is, indeed, no ground of justifica- tion for the action of the Government in this regard. They have not provided that every farmer shall destroy the potato bugs on his farm; they have not provided that Paris Green shall be distributed freely to all who need it; they have not obtained a pure article of Paris Green. They have not done anything that the ought to have done. They have simply entered into vexatious competition with legitimste merchants for the benefit of their support- ers. There is not a farmer in the country who will be advantaged to the extent of a single dollar. But while every large dealer must suffer serious inconvenience and loss

as a result of this outrageous and unneces- ary interference in business, the Govern- ment middlemen will, if the farmers take the Government's poison, make a tidy pro- fit.

Drysdale, the wellknown and popular Chief-Engineer, on the steamship Bona- vista, retired from active service at Mon- treal last week, and left for the Northwest, where he will take up his residence. Prev- ious to his leaving the ship he was enter- tained at supper by Captain Fraser and his fellow officers and presented with a hand- some cane and the following address:

Closing Exercises of Upper Prince Street Scheol.

A proof of the great popularity of Upper Prince Street School was seen in the ‘crush ” of to-day. Really we must have a larger hall, either in the school building or out of it. Among the gentlemen present we noticed the Superintendent of Education; Dc Anderson, Principal of Prince of Wales College; Dr Morrison, Rector of St Dunstan’s College; Rev T F Fallerton, pastor of St James Church; Rev Father McGrath, of St Dunstan’s College; Rev J A Gordon, pastor of the Baptist Church; Chief Justice Sullivar; Hon David Laird- Hon T H Haviland, Mayor of the city; Mr L H Davies, M P; Judge Fitzgerald; Messrs Archibald Kennedy ard J Blanch- ard, Dr Johnston and Hon D Farquharson, members of the City Schcol Board; Mc Ewen Lamont, Grading Officer and Secretary of the School Board; Dr Leem ing, Dr Taylor, Mr Heard, Mr T C James, and Mr John McPherson. In the study of British history especially, you have sought to encourage us by your frequent visits and instructive lectures.

You have proven yourself to bs a warm hearted, zealous friend of the school, evincing #n earnest desire for our continued progress.

Be assured, dear sir, that we thall ever remember with grateful feelings, the valu- able lessons we have received from you and the many pleasant and profitable hours we have spent together. It is our earnest hope that you may be spared many years of usefulness as a promoter of the educa- tiona! interests of the community.

Dr. Johnston occupied the chair, and the programme of exercises published by Tae Examiner on Saturday was exceed- ingly well rendered. A notable improve- ment of the musical part of the entertain- ment was afforded by Misses Phcebe Large and Helen Dawson, who accompanied with the violin. VALEDICTORY.

Another school year has come to a close, and while, doubtless, to most of the pupils the prospect of well earned holidays is one of unalloyed pleasure, we who to-day are taking a final farewell of the place where we have spent so many happy hours, can- not but feel deep regret at the severance of so many pleasant associations. As we look back over the years we have spent here, we must all feel a pardonable pride in the steady upward progress which Prince Street School has made. During the past year the motto has been ‘‘Excelsior,” and some of the results of our work may be seen where in the midst of the school ground our country’s banner proud!y waves, teach- ing those who shall come after us, like ourselves, to cherish undying devotion to

The piano, too, *‘a thing of beauty and a joy forever,” (at least so long as it remains in tune) will spaak of the successful at- tempts cf the Prince Street School girls to provide more thorough equipment for the institution. In this respect at least we are in advance of the other public schools, For the results of our Arbor day efforts let us borrow for the present the far-reaching vision of the seer, and look forward to the day when the stately avonue of limes shall cast its cool refreshing shade alike over the merry pupils who then shall gather within the classic precincts of the dear old school, and the traveller, who, as he wends his weary way, will bless the busy hands who in "92 and ‘93 planted the young trees des- tined to render the beautiful school grounds one of the ornaments,of our fair city.

In addition to the regular routine of study, we have this year been introduced to the beauties of the skeleton, and vividly taught by practical illustration,

The dry bonss ef history have been clothed with life and freshness, and even constitu- tional law has been so presented that it has become like the ‘‘old wine in new bottles.” We have learned something of

in the department of electricity, while the indefatigable Secretary of the School Board has giver us just a little of every- thing in the way of examinations.

With such a bill of fare presented to us it must have been our own fault if we have not assimilated at least some crumbs of knowledge. We cannot pass from this departmentof study withoutspecially thank- ing His Worship the Mayor, the esteemed Patron of our school, for the very great amount of time and labor which he has bestowed and which we shall always reme n- ber with deep gratitude.

To Mr. Seaman we tender our sincere thanks for his careful, painstaking instruc- tion. Whatever msy be our success in fur- ther study,very mucii of it wi'l be due ‘ot 1e thorough foundation which he has so care-

appreciate his earnest efforts for our wel- fare and advancement in every department of our work, Nor do we overlook our obligation to Miss Gregor, our talented French instructor. If there is any possi- | bility of our being mistaken for Parisians to-day, it is entirely due to her thorough grasp of the niceties of French pronuncia- | tion and expression. Our relations with’! the whole staff of teachers have been uniformly pleasant, though the high | opinion we have formed may not be fully | reciprocated.

In these days of women’s rights surely no one will grudge us the right to keep the proud position we have won. The special iaterest taken by the citizens generally in our work throughout the year, the generous aid they have always extended to our efforts,” the pr:ctical proofs given by so many of them of their earnest desire for the cultivation of ! our mental faculties, all assure us that our clsim to a foremost place is recognized and admitted by the city; and though we have not been fully successful in the World's Fair con- tes*, we cannot but feel propd to think. that as girls we could not be expected to under: staud the trickery of elections, much less to avail ourselves of all the stratagems by whieh such contests are usually won, and our very failure has afforded our citizens’an oppertun- ity of spontaneously expressing their high opinion of our worthy principal.

Though in some sense the ties which have united us are severed to-day, let ue ever chers ish the memory of Prince Street School, and wherever our lot may be cast be it ours to maiutaio its honor unimpaired. As we pur- sue our different paths in life, let us ever keep before us our echool motto, *‘ Omnia vincunt virtus et perseverentia,” assured that if we make this sentiment onr inspiration, our fu- ture euccess is assured.
