ENFORCING THE LAW.

Thia picture of the condition of public sentiment in Frederi¢toh was followed up with a query as to who should enforce a prohibitorv law? Must the people turn informers? There were the police, but some of them might be bribed, and nothing could be worse in its demoralizing effect than to have corrupt executors of the law. Corruption in this respect could no more be confined to the one point in the body at which it started than cancer to the point at which begins to eat its way inward. Law should be felt to be the voice of God te the community. When a law was notoriously violated all law and the well- being of the community received a deadly wound, The difficulty of securing a sub- stitate revenue for the province of Quebec to replace the $600,000 from ‘licenses taken away, not hy the voice of the people of Quebec, but by a majority from the other provinces, was strongly insisted upon. There was the federel principle ‘to ¢onsi- Were we prepared to say that On- tario and the Maritime Provincés would say to the provinces opposed to prohibi- tion what the law would take ‘from them in the shape of provincial revenue from licenses ?

RELATION TO IMMIGRATION,

The relation of prohibition to immigra~ tion was discussed in the closing portion of the speech, and the argument was pre-~ sented in this fashion: We feel that Canada needs more population to fill her vacant acres. Where are they coming from chiefly? From the Motherland and froma crowded European countries; from Norway, Sweden, Germany, Russia, Bohemia, Galicia, Hungary, all countries where a prohibitory Jaw has never been suggested, and where it would be regarded as ap intolerable invasion of personal liberty. REV, DR. LUCAS

Rev. Dr. Lucas was unquestionably in better fettle than on the opening night. He referred ‘o the character of the audience saying he had been informed that there were present 200 liquor dealers or persone intererted in the traje. Jo their presence he desired, in reply to the challenge of Dr. Grant,to say that the beverage use of intoxicants was contrary to the word of Gov, and ihe biggest card the devil had played since he fell out of the sky. His antagonist had spoken of Shakespeare. What did that greatest of poets easy of the spirit of wine? “ Having no oi.er name to call thee by I cail thee devil.” (cheers. ) Dr. Grant would bave made a magnificent poet ;; his imagination carried him away. But it was too absurd for even Dr. Grant to tell that sfory of Fredericton jail and jailors banding over their keys to the prisoners. He knew something of it, and instead of handing over the keys the offi- cers of the law said these men were put in prison to be punished and not to give them apicnic. And they stayed there. Iam, continued Dr. Lucas, not qualified to be Principal of Queen’s, but it so neither is Principal Grant The sentence was broken into hya wild yell and noise of hissing. The students, with the rashness of youth, had not noticed that the sentence was not ftnished, and thought an insult to Dr Grant was intended, The Principa! fosé and pointed out that the seutence had been interrupted. The hisses ceased, and, ecomewha't abashed, the students listened io the balance of the sentence—“neither is Dr. Grant qualified to perform the work that he has on hand now.” The audience, which had shown signs of excifement, applauded the completion of the sentence, and the one unpleasant incidewt of the debate over, the speaker went on to give come evidence in rebuttal of the Paincipal’s statements regarding Fredericton.

PROHIBITION IN MAINE,

Following this he dealt with the asscr tion of Dr. Grant that prohibition would ve accompanied by an increase of perjury. Dr. Luzas argued that one must not fail to do right because of unpleasant conse- quences. If Jesus Christ could have been persuaded to have remained in his carpen- ter shop there is some periary recorded which never would have teen. If His aposties had gene on with their fishing they would have prevented some perjury, but wonld the world have been betier off if all these had neglected to do the will of the Great Father. Turning to the cry that prohibitéry law would involve coercion, he argued that surrender of certain privileges was always necessary when individuals Caine together to form a community and In cities the keeping of cows and chickens was often prohibited, but noone shouted coercion, knowing it to be necessary to the public bealth. Our Queen was lately fined five shillings because one of her dogs was found on the street without a muzzle. Did she begin to cry out against the coer- cion ?jMaine seems to be the strategic point for both the pros and antis, and Dr. Lucas devoted a large part of his time to quota- tions from the report of “the anti probibi- tionist correspondent” of the Globe, which he eaid, was Canada’s most enterprising paper. “I fancy I hear some indignantly exclaim ‘antiprobibitionist correspondent,

I know that my letters do not show that prohibition is a failure in Maine, but what am I todo? I was not sent here to distort or suppress facts but to give a fair state. ment of matters as they appeared on personal investigation and conferences with men of all shades of opinion. I have a letter from a medical men in Los Angeles, California, in which he says :— **T once heard a saloon man from Iowa say that prohibition has just knoched the bot- tom out of our business in Iowa and it is all gone to hell, where it belongs.” I ask- el him why heand all the whiskey men d-clared that they sold more whiskey under prohibition than under license. He replied: “I kuow I told that hundreds of times but it was a lie every time.” I had travelled for 1,500 miles before reaching Kansas and at every eating house could have obtained any kind of lquor, for it was in the refreshment room, but in Kansas, though dressed ae an ordinary travelling citizen, making the most earnest efforts to secure it, I was toid that I could not possibly by any means get it, either at the refreshment etation or in that town. One of our daily papers, some few months ago, called our attention to the fact that a saloon had opened up in full blast in the principal street in Topeka, and that liquor bad been sold for some time in other parts of the city: that this was very likely the beginning of the end of prohibition in Kansas. I clipped the notice out of the paperand sent it to Judge Welch of Kansas City, and asked him to explain. I receivcd an explanaton from the Judge, saying: “It is true that we bad become a little sleepy and t' at a saloon had been opened on one of our principal

The demands of the great churches of Canada for prohibition were alluded to as reasons profoundly moving the tpeaker (Dr. Lucus) in the direction of this

bition, and the Presbyterian Church had also spoken definitely and distinctly for it. At Montreal,in 1835,the General Assembly bad declared that “this Assembly would hail with gladness the utter extermintion of the traffic in intoxicatng liquors asa beverage, by the powcr of example, of public opinion, and the strong arm of the law.” Similar reso'utions had been pass

ed at almost every Assembly since, and last June, in Winnipeg, the Assembly ex- horted the people to use their utmost endeavors in every Jawful way to carry the plebiscite in tavor of probibition by an overwhelming majority, and thus free the charch from one of its deadliest feces, our land from the old misery and crime, and our modern civilization from its d:reet reproach andehame. Thereports of the Temperance Committee of the Assembly bore strong testimony to the eflicacy of the Scott Act an! the evil effects of the repeal,

THE REPLIES,

Each disputant bad fifteen minu‘es for his reply, and the replies were spirited in the extreme, but entirely good natured, Dr. Grant produced late evidences from Maine of failure to enforce the Jaw, and of

The few States that retained probibi-~ tion would,he believed, come back t> sani y and freedom. He stood tor British free dom, rather than American notions of persooal slavery. Dr. Lucas bad§spoken of Sinat, its laws and its probibitions, in justification of probibition of the sale of liquor. Did he think he was Jehovah, to add tu the statutes of Sinai ? §(cheers.)

In a word of reply Dr. Lucas, who clos- ed the debate, said he did not think he was thr Almighty, and had no idea of adding to the commandments. He was, however, a humble servant of the Almighty—(a back bench voice in a tone of expostulation,“Oh, not humble,surely!”) —and proposed to imitate His legislation. (Cheers.) The prohibition champion devoted his last words to’a lively denuncia~ tion of the Rvyal Commission and its He closed by thanking the audience for their courtesy and fair play.
