Why The Secrecy?

We.must confess that we cant

get worked up overmuch about

Premier Shaw's complaint that “some Island members of Parliament” are in the habit of spi!ling the Beans with regard to decisions reached at secret policy meetings between the provincial and federal governments. The Premier referred specifically to Statements made about the location of a second national park “in the province. and about this province be- ing declared a “designated area” under the federal_program of grant- ing in to new industry. “These matters. he said. had been dis- cussed at private meetings at Ottawa and should be held “strictly confiden- tial” until both governments were in agreement and could make a Simultaneous announcement.

Frankly, we think there ts far too much secrecy in matters of this kind. and that our MPs’ efforts to “beat the gun” and enlighten the public thereon are to be commended. There | fs nothing here involving national security interests. and no reason | for practicing undue concealment.

A bad example has been set in | this respect by closing the doors of | every federal-provincial conference ; to the rude gaze and unchaste ears of the public. lest it see or hear some- | thing that would be politically em- | barrassing to the conferees. This wouldn't be so bad if these discus- sions were of a merely academic | nature. But they have developed to i the point where they are obviously | more than an exchange of opinions.

Several political parties. it adds, | are represented and when they are | all agreed on a particular principle, | the blurring of party lines weakens — subsequent challenges by Opposition | parties in the Commons and in pro; vincial -legislatures. A recent case in | point was the reportedly unanimous agreement reached with respect to the formula for repatriating the Constitution. which Opposition Lead- er Diefenbaker has been blasting as a threat-to-national-unity..- |.

There mav be more excuse. in some cases, for holding bilateral con-

ferences in secret: but here too the , reasons, for the most part. are polit- |

ical. Since the matters under discus- sion are of prime public concern. the public welcomes dispersal of the political smokescreen from any quar- ter. Premi aw says that is bad practise and should be curtailed. The best way to curtail the unauthorized vending of such information. we sug- gest, is to have as little of it as pos- sible in the “strictly confidential” category.

Since then there has been delay in releasing the book for pub lication, for reasons given in an in- teresting account of the matter by Arthur R. Ford, editor emeritus of ° the London Free. Press.

The biography had. it seems. Mr. Meighen’s approval and all available papers were placed at Professor Graham's disposal. The first volume ' covered the subject's early life. his, entrance into Parliament. as a ‘mem- ber for Portage La Prairie and his rapid rise in the House of Commons
