the duties of Neutrality during the existing hostilities between ller Catholic Majesty and the Republics oI' Chili and Peru, and being 111' rcover resolved to prevent, as far as possible,the use of Iler Majesty's lIarhours.Ports and Coasts, and the Waters within Her Majesty‘s 'l'erritorial jurisdic- tion, in aid of the warlike jun-poses of either Belligerent. has eonnnanded ller Principal Secretary of State for the Colonies to eonnnunieate to me the following,r llulcs, which are to he treated and enlorced as Her Majesty's Orders and Directions :—

And whereas Iler Majesty has been further pleased to command that these lules shall be put in force in the L'ni- ted Kingdom and in the Channel Islands, on and alter Friday, the 2d of March inst.. and in Her Majesty's Terri- tories and Possessions beyond the Seas Six days alter the day when the Governor or other Chief .-\uthority of each of such 'I‘erritories or Possessions respectively shall have noti- fied and published the same, stating in such notiﬁcation that the said Rules are to be obeyed by all persons within the same 'I‘erritories and Possessions.

Now I do hereby notify and publish that it is lier Majes- ty’s pleasure that during the continuance, of the present Ilostilities between ller ('atholie. And that it is further Her Majesty‘s pleasure that if any

. ol Her Majesty's Colonies or Foreign l’ossessions or llepen- ,dcneies, such Vessel shall he reiptired to depart and to put ‘ to sea within twenty—lhur hours after her entrance into such Port, lioadstead, or \Vaters. eXeept in case ol' stress of weather. or of her re<purin;_r provisions or things necessarv for the subsistence of her Crew, or repairs: in either «it which cases the Authorities ol the Port. or oi the nearest Port (as the case may he). shall l‘t‘llllil't' her to put to sea as soon as possible alter the expiration of such period of 'l‘wenty-lour hours, without permittng her to take in sup- plies, beyond what may be necessary ior her immediate use; and no such Vessel which may have been allowed to remain in British \Vaters for the purpose of repair shall continue in any such Port, Roadstead or Waters, tor a longer period than 'l‘wenty-lour hours after her necessary, repairs shall have been Completed : Provided, nevertheless, that in all cases in which there shall be an Vessels (whether Ships of War, I’rivateers, or Merchant S tips) of the said Belligercnt parties in the same Port, Iloatlstead, or Waters within the 'l'erritorial jurisdiction of Her Majesty, there shall he an interval of not less than Twenty-tour hours between the departure therefrom ol‘any such Vessel (whether a Ship of War, a Privateer, or a Merchant Ship) of the one Belliger- eat, and the SlIlJSqult‘llt departure therefrom of any Ship of War or Pri Yateer of the other llelligcrent ; and the times, hereby limited, for the departure of such Ships of War and Privateers respectively, shall always in case of necessity he extcmled. so far as may he requisite lor giving ell'eet to this proviso, but not further or otherwise.

And it is further Her Majesty‘s pleasure, that no Ship of War or Privateer of either Belligerent shall hereafter be permitted, while in any Port, lloadstead, or Waters sub- ject to the 'l‘crritorial jurisdiction of Her Majesty. to take in any supplies, except provisions, and such other things as maybe requisite for the subsistence of her Crew; and except so much eoal only as may be suflieicnt to carry such Vessel to the nearest Port of her own Country or to some nearer destination : and no coal shall be again supplied to any such Ship of War or Privateer in the same or any other Port, Roadstead 0r Waters, subject to the 'l‘erritorial juris- diction ol Iler Majesty, without special I)(,‘l'l'nl.“ﬁit)ll, until after the expiration oi Three months from the time when such coal may have been last supplied to her within British Waters as alot‘esaid.

And I do hereby command and enjoin all Her Majesty's loving subjects within this Island, and the 'I‘erritories thcreunto belonging. strictly to conform to the, said Rules, and to give their aid and assistance to all Ministers and ()llicers of the Law in maintaining and carrying the Rules into ell'ect.
