The debate on the amendments to the Constitution in the House of Commons has brought out one thing very clearly. That is that the attitude of the St. Laurent Gov- crnment towards amending sections of the B. N. A. Act without consulting the Prov- inces differs widely from traditional Liberal policy. Here, for example, are the words of Sir Vvilfrid Laurier as reported in Han- sard of January 26, 1907, on the same sub- ject:

“Confederation is .a compact made orig- inally by four Provinces, but adhered to by all the nine Provinces who have entered it, and I submit to the judgment of this House and to the best consideration of its mem- bers, that this compact should not be light- ly altered. It should be altered only for adequate cause, and after the Provinces themselves have had an opportunity to pass judgment on the same."

Years later, in 1925, Rt. Hon. Ernest La- pointe is thus quoted in Hansard: “I do not think there can be ‘any attempt to change the mutual charter of both the Dominion and the Provinces by the arbitrary action of this Parliament. I do not think it is pos- sible to do it. To those who want changes, and I am willing to admit that there might be the necessity for changes, I would say that the only way to get them is the consti- tutional way, to ask the consent of the vari- ous parties to Confederation."

Another former member of the King Government, Hon. P. J. A. Cardin, speak- ing on June 29, 1946, in connection with an amendment asking for consultation with the Provinces and the obtaining of at least their advice before proceeding with consti- tutional changes, declared: "I am in accord with that view, and in that stand I remain in the family of the old Liberals among whom I have been brought up in my politi- cal life. I stand with Blake. I stand with Laurier; I stand with Lapointe, and on that constitutional issue I also agree with leaders of the Conservative party in the past. No, I am not alone. I am at present preaching the gospel they have all preach- ed."

Were these former Liberal spokesmen to revisit Parliament today, they would find themselves very much alone in their politi- cal family circle.

The French lluttor Market

_ Why does our Federal Government not try to obtain a share of the French mar- ket for butter? At the beginning of Au- gust the French Department of Agriculture established an initial programme of but- ter and cheese imports to relieve the critical condition existing in the supplying of milk products. On best authority it has been stated that this programme, which was con- cluded after consultation with the trade or- ganizations which had sanctioned its insti- tution, brought in 13,000 to 14,000 tons of butter from Holland and Denmark. A sec- 0nd programme for supplying the country with dairy products, covering the winter period, has just been submitted to repre- sentatives of interests concerned (producers, handlers and merchants) and has received their unanimous approval. Negotiations are now under way with the Scandinavian coun- tries, New Zealand and Argentina. This second scheme involves the importing of between 20,000 to 25,000 tons of butter, the total figure to depend on developments on the French domestic market.

Britain's Prime Minister, Mr. Attlec, had not an enviable job to do yesterday in ad- vising the nation of new austerities to avoid further crisis. But he has succeeded in lining up his Labour followers almost sol- idly behind'him, and the indications are that all will again “grin and bear it."

The Health Department is slowly but surely expandingto meet the growing needs of the Provinces. The new headquarters on Prince St. will have the advantage of being central and commodious, though they will still require enlargement to accom- modate all sections of the department, in- cluding that of vital statistics.

There will be pl_enty of entertain- ment. The proceeds go for the benefit of the Boys’ Camp and the general support of the organization.

O O I Canadians smarting under the lash of criticism may take comfort from English musicians having been told by "Arts En- quiry” that their work is largely mediocre. It is not a surprising verdict. The relative ease with which a musical education may be obtained today means that technical rom- petence is by no means confined to those compelled towards music by the divine spark. I Geoffrey Chaucer, the first great English poet, son of a London vintner, died this date 1400. A King's favourite, he occupied a position of honour and substance during the greater part of his life. That he was highly esteemed by the then powers-that-be is evidenced by the fact he was buried in Westminster Cathedral: "What is bettre than wisdom? Woman. And what is better than a good “o- man? No-thing."

A Federal Government reply to a ques- tion placed on the order paper disclosed that its latest returns showed that the Civil Service included 37,909 permanent emplov- ees and 86,015 temporary civil servants- a grand total of 123,924. Still another Gov- ernment return in the Commons made at an earlier date estimated the total number of federal employees in these categories which are not covered, as in excess of 34,000. One change indicated in the latest return is that, while the number of regular civil servants has remained almost unchanged since the first of last year, about 5,000 temporary employees have been given a permanent classification.

It appears a total of 1,106 federal civil servants or their widows are receiving pen- sions of less than $200 a month, as showr in a Commons return. The return showed that some 6,093 former civil servants and 4,060 widows are receiving less than $100 monthly in pensions. A total of 2,832 re- tired Government workers and 145 xvidows are receiving more than $100 monthly. The return showed the largest numbcr—-3,939 civil servants and 1,998 widows-live in Ont- ario. Some 1,663 retired personnel and 897 widows live in Quebec and 1,525 retired civil servants and 451 widows are living in Brit- ish Columbia, with considerably smaller numbers in the other provinces.

A $20,000,000 program to improve the health of the children of Asia—half of all the children in the world — is now being conducted by the United Nations International Children's Emergency Fund (UNICEF). Describing the program, the Fund's Executive Director, Maurice Pate, pointed out that an anti-tuberculosis vaccin- ation program ls well underway; on-the- ground trainlng is being given to local child care workers; malaria control projects are now progressing in India, Pakistan, Ceylon and Thailand; and nutrition demonstrations are being carried out in the Philippine Re- public. UNICEPs contribution of $20,000,- 000 will be more than matched by govern- ments of the assisted countries for they will bear most of the cost of operating the pro-
