A Synopsis of What They Said Respect - ing the Political Situation.

We publish below a summary report of the excellent speeches made by William Campbell and J. T. Mellish, Esqs., at the big Liberal-Conservative meeting in Market Hall on Friday evening last, for which we were notable to find space in Saturday’s issue. The other speakers were Dr. Jenkins, Alexander Martin, Esq., and Hon. Mr. Ferguson. Mr. Campbell followed Hon, Mr. Ferguson :

Hon. William Campbell was the next speaker, and like the other gentlemen whe addressed the he was most en- thusiastically received. spoke from the standpoint of a farmer, and showed how the National Policy benefiited the farmer —how the necessities of life and articles of utility were much cheaper at the present time than they were during the period of Grit rule. For instance barb wire, which cost 5 cents a pound under the Mackenzie administration, could now be obtained for

34 cents. Nails which could not be beught for less than $7 in 1873 might now be had for $2.50.

Print cottons, for which from 14 to 17 cents were paid during Grit rule, were now obtainable at from 5 to 10 cents. Clothing was never so cheap as it is now, and every single article ef machinery used by the farmers had aleo been materially reduced. Other articles might be mentioned did time permit. But these were sufii- cient for the present. Under the opposition policy of free trade as it is in England,

The Cabinet rose sharp at six o’clock, but the Premier was in consulta- tion with Mr. Foster and Haggart for some time afterwards. Subsequently, when Sir McKenzie Bowel] saw the newspaper cor- respondents he stated that there would be nothing official to be announced. From other sources, however, it was learned that the Manitoba School Question was under discussion, and that the consideration will be resumed to-day. The matier came be- fore the Council in the shape of a report from the Minister of Justice. Sir Charles Hibbert Tupper is well-known to be in favor of the constitutional course and the granting of remedial legislation. The Gov- ernment will positively reach a conclusion and announce its decision to-night. In view of this fact, the impression in the city is that a dissolution will be decided

Upon the same principle it could have proved, by quoting the figures for 1876 and 1877, that an increase of the tariff from 15 to 174 per cent. is followed by decreased revenue! The truth is that the 24 per cent. added to taxation by Sir Richard Cartwright was not rightly dis- tributed, and the trade and industries of the country being paralyzed for the time, the people were, as Sir Richard said in his budget speech, “so peor that they could not bey much.”

They would not have to drive to Regina now, and in that respect would enjoy more advantages than one of his predecessors, Lientenant-Gov- ernor Laird, who used dogs, instead of an iron horse. This he could say, that Lieutenant-Governor Laird de- served well of the people of the Territories for he was indefatigable in his efforts to ad- vance the iaterests of those who were there at that period, (Applause-) This reference to, ex-Governor ll, we are sure, be particularly gratify- ing to all those who feel that his indefat- igable efforts §to advance the interests of the Liberal party’ in vhi§ Province have not been recognized by the party Leader here as they deserve to be,-or even as his efforts on behalf of the .country have been by his political opponents in the North- west. We have the Canada Pacific and Intercolonial! railways, our great canal system and other public ' These are a necessity, and play a great part in enabling us to develop the resources of the country. The additional cost of these to the taxpayer is only very small. In 1878 the interest on our public debt was $1.59 per head of the population, and to-day it is only $1.78 per head. The proposed policy of free trade asin Eng- iand would not by any means suit us, Indeed, while the exports of Great Britain under free trade show a decline, the ex- ,orts of Canada show a constant increase. ‘ree trade would throw open our markets to the United States and other countries without even asking them to lower their tariffs for.us. It would be all give and no get. Very generous on our part, but most unjust to our peeple. Canada has prospered under the National Policy. Every branch of business and trade has made rapid progress, and there has been a wonderful development of our unbounded resources. Hundreds of millions are in- vested in our manufacturing interests. In 1891 the wages paid out amounted to $100,000,000 or nearly $2,000,000 per week. Every factory established is of ad- vantage to the farmer. The workmen who earn the wages must pay them out again and be large consumers of the pro- ducts ofthe farm. If we allowed the Americans to send their wares and _ pro- ducts free into Canada, our factories must be closed and our farmers would soon find our citics glutted with American beef and pork. In our factories, we, in many cases,

The first payment will be made in July, and monthly thereafter. Ten (10) per cent. will be retained from each payment until the final and satisfactory completion of the contract

The Department does not bind itself to accept the lowest or any tender.
