I have the honor to enclose copy of an Uillt'illl Notiliartion enjoining that no travellers are henceforth to be allowed to enter the United States, from a Foreign Country, without a

’assport; and in the case of Aliens, such Passports are to be Countersigncd by a Diplomatic or (.‘onsular-Agent of the United States.

The President directs that, except immigrant passengers directly entering an American port by sea, henceforth no traveller shall be allowed to enter the United mates from a foreign country, without a passport. Il'a citizen, the pass-

ort must be from this department, or from Sulllc United States Minister or Consul abroad; and it‘ an alien, from the competent authority of his own country; the passport to be countersigncd by a diplomatic or Consular-Agent ol'thc L nit- ed States. This regulation is intended to apply especially to persons proposing to come to the United States from the neighbouring British Provinces. Its observance will be strictly enforced by all oilieers, civil, military and naval, in the service of the L'nitcd States, and the State and munici- pal authorities are requested to aid in its execution. _ It is expected, however, that no irmnigrant passenger, coming 1n manner aforesaid, will be obstructed, or any other persons who may set out on their way hither before intelligence of this regulation could reasonably be expected to reach the country from which they may have, started. ‘ “JILL-ill Il.
