More Confidence Tests!

Recently, in a statement made outside the Commons chamber, So- cial Credit Leader Thompson said that another federal general election now would be “a national tragedy." It would bring, he said, a chain of minority governments. It would certainly cause “three months of confusion which would undermine business confidence, hurt the econ- omy and weaken the Canadian dollar.”

These objections didn’t prevent Mr. Thompson's party from moving a non-confidence motion against the Government last night, so worded as to enable the Liberals to get aboard it when the vote was taken. But in this case the New Demo- crats combined with the Conserva- tives to defeat it. Then a similar motion was made by the Liberals, which also failed in its objective when the Social Crediters, or most of them. voted against it.

One would have thought, in the light of recent world happenings, that no responsible party leader would seek to plunge the country into the “three months of confus- ion” that would result from a gen- eral election at this time. This leads us to wonder whether all these “con- fidence” tests—seven of them in a row. now—were really intended to defeat the Government at all. On each occasion there was always one of the opposition minority groups conveniently ready to come to the Gvernment's support—though pro- fessing to abhor its policies and denying categorically that any “deal” of any kind had been made to maintain its unsteady equilib- rium.

Perhaps it was all done by men- tal telepathy. or something of that kind. In any case, the Government still stands, and 1there is unlikely now to be another gesture to unseat it before Christmas. At least, let's hope so. The country can stand just so much of this political brinkman- ship. It’s becoming, by repetition, a nuisance if not a threat to na- tional stability.

A Dangerous Direction

Washington is getting on thin i'ce so far as its attitude toward freedom of the press is concerned. A written directive to the Penta- gon’s military and civilian person- nel to report to public information officials what they tell newsman In interviews is the latest indication of this trend.

The memorandum, addressed to Defense Department personnel. was issued by Arthur Sylvester, Assist- ant Secretary of Defense in Charge of Public Affairs. It instructed all personnel to report to him or other “appropriate public information of- fices" at the close of each day the substances of each interview or tele- phone conversation h eld with a newsman. If a representative of the department's public information of- fice was present during the inter- view, no report was needed.

Reporters covering the Penta- gon already were incensed in the belief that news on the ship arms blockade and surveillance of Cuba was withheld in some instances. They also recalled that Mr. Sylves- ter had acknowledged there was administration cdntrol of the flow and type of news. Mr. Sylvester said this had enabled the government to "speak with one voice" during the Cuban crisis.

Control of news is nothing new.

In time of war, it may become in fact a. necessary weapon. The press, by its own self-consorship, even helps such control. This was true in the Cuban affair when there was voluntary suppression of infor- mation on troop movements, dis- persal of bomber planes and other matters that would interest an enemy.

But the announcement that it is U.S..government policy to USE news as a weapon is disturbing. As the Milwaukee Journal points out, if news can be USED. it also can be MISUSED. It can be used to mis- lead and deceive the American people. It. can be manipulated to hide mistakes of their officials.

|In the Cuban crisis, the Journal charges there was unnecessary sup- pression of legitimate news. The Russians and C u b a n s announced interceptions by the US fleet that the Pentagon even now won't ac- knowledge. The excuse seems to be that President Kennedy did not wish to create the impression that the blockade was causing trouble for innocent shipping in the area.

“It is one thing,” says the Journal, “to protect national secur- ity. It is quite another to make deliberate news control and manipu- late across the board a deliberate policy. There are real dangers in that for democracy. The right of freedom of the press is still guaran- teed by the first amendment to the Constitution.”

This warning from one of the most responsible newspapers in the country s h o u l (I give Washington bureaucrats something to think about.

Parliament's Tribute

With rare unanimity, all four party spokesmen joined in the House of Commons on Monday in congratulating the Canadian dele- gation at the United Nations on its work in the nuclear testing debate.

Mr. Diefenbaker said the adopt- ion by the political committee of the UN. General Assembly of the Canadian proposal to end nuclear bomb tests should give new impetus and direction to disarmament talks at Geneva. Mr. Pearson agreed that the Canadian amendments were de- signed to make the moratorium more effective and practical. Mr. David Lewis, for the New Democratic Party, praised the Canadian dele- gation’s activities, and Social Credit Leader Thompson said U.N. ac- ceptance of the Canadian amend— ments “brings joy to our hearts and to the hearts of all the Canadian people."

What the UN. committee did was to vote. 81-0. for a resolution condemning nuclear tests and call- ing for their prohibition by Jan. 1, 1963. The nuclear powers—the United States. Britain, Russia and France—were among the 23 coun- tries abstaining.

This was the Canadian-proposed plan, and It is to Canada's credit that it was so worded as to go through with such overwhelming support. It was a day of triumph for External Affairs Minister Green, for this was something he had been working consistently for since he assumed office.

His detractors—such as those among his fellow countrymen who regard him, at best. as a hare- brained idealist—will say that this doesn’t amount to much—that the powers with the big bombs are still at loggerheads and will remain that way. But Mr. Green believes in} the effectiveness of more] pressure, slow though Its operation may be. He has gotten now, from the world assembly of nations. an indorsation of his efforts that no power can afford to ignore indefinitely. And It is gratifying to note that his chief lieutenant at the UN. on this oc- casion was our own junior member for Queens, Mr. Heath Macquarrie.

This was the victory the Cana- dian Commons hailed unanimously on Monday. For once it shelved all partisan considerations and rose to the occasion, seeing in this issue a truly vital one, and the need for speaking in full accord.

The shock of alarm which ran through North America when it was discovered that Soviet mis- siles were as close as Cuba has encouraged a better understand- ing of how the Soviet Union must feel about Western bases on its borders. and should serve as a' stimulus to new thinking.

It is true that the United Stat- es installed its missile bases in u n d e r arrangement in circumstances entirely different from those surrounding the establishment of Soviet bases in ha.

The United States was react- ing openly to the proved threat of Soviet aggression, and was also. in some measure, attempt- ing to offset an assumed Soviet lead in intercontinental missiles by moving its shorter- range weapons as close to target as possible. The Soviet Union act- ed secretly in Cuba to pose a new threat to the Western Hem- isphere.

But if the Soviet withdrawal from Cuba has greatly relaxed international tension from the Western point of view. it is pos-

‘sible that the West could bring

about a further relaxation by carrying out a withdrawal of its own. This Is not to say that the United States or NATO can afford to lower the military guard against Soviet expansion. The argument advanced by Mr. Pearson and others in that the misile bases in Italy are no longer necessary to our security.

meet and negotiate differences with the Communist Powers in the Warsaw Pact. In preparing for these talks, NATO should consider seriously if it could now afford to withdraw at least some of its bases in return for Soviet concessions.

A disengagement along these lines might have more psycholo- gical than military meaning — the Super Powers would still be poised to deliver nuclear de- struction upon each other— but It could be a first step toward a wider disarmament agreement.

The wonder drugs changed our approach to the condition. We no longer refer to it as lo- bar or bronchial pneumonia but as infections pneumonia. is done because the lung condi- tion is caused by a variety of micro-o amisms. m“ y bac- teria and viruses.

It is important to know the exact offender bec u the proper antibiotic must be pitted against the causative a 3 en t. The drug that works best against a pneumococcal pneu- monia may be of no value when staphylococci or otbfir bacteria are responsible. n- less laboratory tests are d on e to uncover the culprit. the‘ ill- ness may be prolonged and re- covery endangered. These tes are standard procedures. in- expensive. and easy to do.

The situation is different with viral pneumonia, which does not respond to antibiotic ther- apy. Most victims are not seri- ously ill and spontaneous re- covery can be expected. The wonder drugs may be needed should complications occur or secondary invaders take over.
