The government says it will work. It. has to. because while one large section of lhe citizenry blithely evades taxes. the other section has been heavily overiaxed to pay the bill.

There nre four different tux sys- tems. each operated separately from the others. One taxes income from (‘apiinl and labor; another land; another buildings: and the fourth is a yzrndunted tax on over- all income and finnncini holdings.

It isn't. up to the taxpayer to tell the Government how much he has. It's up to the tax officers to come around to him—nnd Just try to find out. If he is a worker on salary he hears the burden, be- cause the tnx on that is deducted from the pay envelope at source. But otherwise his income and holdings are guarded by the feder- al banking-secrets law.
