$125,048.50 In view of a deficit of $20,164 21, and an addition of upwards of a thousand dol lars to the debt of the Stock Farm, the reduction of the balance against the Pro vince from $169,603.58 to $125,048.50 is a litile peculiar.

$65,801.50 The latter amount is simply placed against the expenditures and substracted from the balance of last year. In this way it appears that, instead of the balance against the Province being swelled at the end of 1894 by the arount of the de- ficit, there has been a considerable reduc- tion of that balance. Upon the supposi- tion that the showing of 1893 is correct, the true balance against the Province at the end of 1894 was, not $125,048.50, but $196,848.00—every dollar of which has been heaped up under the present adminis- tration.

The interest account plays no pranks. Instead of $10,197.37, as in 1893, it is shown that that there was paid as interest on the provincial debt in 1894 the sum of $14,813.74. All but $15,000.00 paid in one year to the banks and money- lenders ! Verily, we are getting on! There were taken from the people, in the shape of taxation, last year, $44,445.91, one-third of which was thrown away as interest.

But for the new taxes raised last year, not to speak of higher fees charged the publie in the Provincial offices, the deficit at the end of the year would have been about $65,000.00. Think of that, in view of the fact that the expenditures upon $42,063.17 to $18,641.42, and that other services, in which the people are directly interested, were literally starved.

How would it de to change the separate schools of Que- schools, and “acarcely any changes” in the course of instruction? Protestantism throughout Canada would be up in arms against such an act. The Witness, strongly Protestant as it is, evidently sees the point, and is disposed to be fair about the matter.

We regret to note by the telegrams re- ceived to-day that the spirit of modegttion does not prevail in Manitoba as jf other parts of Canada. The people, we are told, are protestiug against interference on the part of the Dominion Government. Then let the Government of Manitoba do that which it is required todo: settle the mat- ter in accordance with justice as pointed out by the Judicial Committee of the Privy

—About 200,000 boot and shoe makers are on strike in England. But what, asks he St. John Sun, does this matter since free trade has made them rich ?

—The Week: It will be a happy day for Canada when it can be said that it is use- less for any man to run for parliament who cannot show an unstained reputation. This should always be the first and greatest re- quirement.

—Edward Everett Hale says: “Are we reaily trying to turn out fifty thousand clothespins, of precisely the same pattern, in the schools, or are we trying to make of each boy and girl the best that can be made, and sto encourage, as we can, the particular genius of each child ?

—For the mouth of February the im- ports entered for cousumption in Canada exceeded those of the same month last year by $709,877; but still the daty col- lected was Jess than that collected last year by $18,743. This shows whether or not the tariff revision resulted in a reduc- tion of taxes.

—The Monetary Time refers to an ag- rarian crime recently committed in O.- (ario and says: “The loose talk which has | of late been indulged in about the rights | of landed property might be expected to | bear bitter fruit, if continued. The pres ent Jesson comes directly home to mort- gagees, who must suffer if the confisca- tion doctrine preached by cranks, and more or Jess countenanced by people who ought to know better, could by any pos- sibility receive practical appiication.”

—In an article upon the judgment of the Privy Council in the Manitoba schoo! question, the Barrister, a new legal review published at Toronto. observes : —

“Our political parties bave had the issne thrust upon them by this last (Privy Council) decision, and if disaster to Cana- da should result, the burden seems to lie at the door of the Judicial Committee of the Imperial Privy Council.”

This is, perhaps, an extreme way of stat- ing the case, but it is notable as bearing out the argument that the action of the Government follows as a logica) and neces- sary consequence of the Privy Council’s decision. The Barrister is a purely legal paper, without any political bias, and this fact gives its declaration greater signifi- Cance.

Sir,—On page 287, vol. IL. of my “Mem- oirs of Sir John Macdonald,” there ap- pears a letter without date, signed “A Campbell,” in support of the statement made on the preceding page that on the death of Sir Etienne Tache, in 1865, Mr. Campbell aspired to the Premiership When first I met with this letter I not un naturally placed that construction upon it. Further retlection, however, leads me seriously to doubt the correctness of my interpretation.

It has been suggested to me that wien Mr. Campbell spoke of the ‘‘baton of lead- ership” he had, in his mind, not the Ex- ecutive, but the Legislative Council. The absence of any date and the eliptical style of the note render his meaning anything but clear, yet the more I think of it the more disposed I am to accept that inter- pretation as likely to be the true one. Under these circumstauces it only remains for me toask the publicto cousider this letter and the paragraph upon which it is founded withdrawn, and to express my re- gret at having misconceived Sir Alexander Campbell.

It is expected that discussion will commence to-day on the motion introduced by the Opposition. The school question was the subject of sermons in five Methodist churches Sunday, the preachers protesting against Dominion interference with Mani- toba,
