These charges and counter charges have been going back and forth for two years now; and word from Washington is that the State Department is going to put up with no more nonsense from Moscow in thc mattcr. In other words. Mr. Dul- lcs' patience is exhausted. What is to he done now? Two things. First, I final request for payment will he sent to the Soviet Foreign Office. it this rcqucst is rejected---as the State Department expects it to be. Ind with good reason-preparations will he made for presenting the case to the lntcrnational (iourt of Justice at the lla:Ul'.

This is it proceeding that takes time. It may be two or three years before the (lourt gets around to hcarim: the appeal. Then. the (lourt will ask the Soviet Government whether it is willing to accept its jurisdiction and its ruling. The So- viet llnion: following the usual prac- tice in such matters, will reply in the negative. whereupon the Court will dismiss the appeal, and the mat- ter will end--just where it is now.

What the whole thing amounts to is that the United States will gpend two or three years and I con- siderable amount of money-for, of

course, many lawyers will be en- gaged---on a case which it knows beforehand will never be decided in its favour, or. indeed, It all. But diplomacy will have run its course. And that. apparently, is what counts.

An Economic Wonder

As yet. the amount of the loan has not been decided upon; but reports say it will be limited only by France's need. The West Germans- have more gold and foreign curren- cies on hand than they know what to do with-st. last accounting I5 billion. and the amount is increasing all the time. This is approximately twice the. amount that Britain has In reserve for handling the trade of the entire sterling area. By contrast.

Winds Of Destruction

Not all tornadoes develop into destruction -dealing storms. If they did. no life would be possible in the South West areas of the United States. so far this year. the (1.8. Weather Bureau reports. 431 torn- adoes have been observed across the nation. most of them in that general area. in one 48 hour period, as many stomis were reported. Fortunately. only a relatively few developed their utmost potential.

Already. the number recorded in the first five months has exceeded any similar period on rec- ord, including i955 when 870 were reported fnli til? 12 TTIOIIUI period. Each year for thc past scvcral yr-ar.-: there has been an increase. ext-cpt last year which had a few less than 1955.

Just why tornadoes are becoming mnre frequent than they used to he is not known. The general opinion of the expcrts is that it is due to a basic shift in the circulation pattern in the atmosphere. This has brought heavy rains which were needed to combat the drought conditions which have been prcvelant in various dc- grecs for more than two dccadcs: but it has also brought the winds of destruction. A simple device which can be plugged into ordinary elec- trical outlets now givcs warning of impending storms in some instancc-1 But tornadoes. like all other violcul eruptions of nature, often take place when least expected. Usually they last only a few minutes; but in that short time they are capable of spreading death and havoc on A large and ferocious scale. Nothing can withstand their power.
