Parent pre- sented the Provincial Commission- er's report. in which he stressed the importance of group com- mittees (fathers and mothers) in the management of troops and packs. He also commended the national leaders for the efforts on behalf of the movement. refering in particular to Governor-General Vincent Massey, the Chief Scout Mr. Jackson Dodds. Deputy Chief Scout, and Rhys Sale. President of the Boy Scout Association of Canada. Mr. Sale is President of the Ford Motor Company of Can-

In regard to district councils. Mr. Parent sdvocated an increase in their number. particularly in the Eastern area of P.E.l.
