On November 4th,l980 a great woe, like a massive plague, enveloped the United States of America. Ronald Reagan had been elected President. Surely the election of a Tele— vision actor to one of the most powerful positions in world politics has proven to us in Canada and many others in Europe and throughout the world that the Americans (at least those who favoured Reagan) are either misled, selfish, or intellectually and politically manipulated by that which occupies much of their time - the television.
Reagan was elected, in my mind, as a result stemming greatly from the hostage issue which, created a tremendous sense of insecurity amongst the American people, based on the fear that they were losing their domination of the world. This of course is of concern because everyone knows that the most important issue in world affairs is that the United States have complete Domination. A bully should never be slapped.
Thus Reagan ran on the issue of world control and American domination. How- ever, can international diplomacy be effectual for the United States if the first issue in the discussion is domination by the United States. Why should any

The only avenue left open to Reagan is to coerce his allies or others so that they will remain subject to the American will.
Clearly the issue concerning Petro-Can - which is predominantly controlled by United States mulinationals - brings this point out well. When Canadians say they want to own and control 51% of Petro—Can, the Americans get upset. Similarly Can Canada talk about fishing rights or acid rain ‘ produced by American plants, when assured in the dialogue is that the interests of the United States are what is of primary importance?
As para—military KKK flourishes unhindered in the U.S. another issue becomes appareent on the Reagan platform — that of human rights. Even though 20,000 people have disappeared in Argentina, while at least 6,000 others have been murdered in El. SalVador‘ ' by the right wing para- military and military forces, and while 80% of the Brazilian people live in poverty supported and enforced by their military government, human rights is not an issue for Reagan. Rather, what is important is American national interest. It is in the interest of the
American government to support these military and repressive governments of Chile, and Brazil, while giving increased military aid to El Salvador where the right wing has ravaged the country through violence, killing all those who- oppose the government or even have an affiliation
'with anyore who is left
wing. Indeed, the evidence of Salvadorian "Death Squad" murders consists of headless and tortured bodies. There are only 12415 political prisoners in El Salvador, the reason simply that it is better to eliminate a reformer, peasant or revolutionary than imprison them.
Conversely, human rights is an issue in the foreign policy of Presdient Elect Reagan because of his governemnts continued support of dictatorships and military governments which have been, by Amnesty International, reported to be gross violators of human rights.
’ Furthermore, while Reagan and the American south have implied that God is on the side of the rich and the oppressors, they have also implied that it is God's will for the Americans to have military and nuclear superiority to deal with the mad Russians. Only then can the U.S. talk about arms control - after they haVe superiority.
