OTTAWA (CP) - The interest rate ceiling on National Housing Act mortgages in being boosted in a government move to attract more funds for house buildings in a competitive money market. Works Minister Winters in- formed the Commons Monday that. effective today. the max- imum rate will rise to six per cent from 516 on NHA mortgages insured by the crown-owned Cen- trel Mortgage and Housing Cor- poration.

The some increase of one-half of one per cent would apply to all other types of NHA loans.

The increase, he said. "is de- signed to place would-be borrow- ers under the act in a better posi- tion to compete for a fair share of available mortgage funds in the year ahead."

The minister's nnouncement follows complaints by many house builders that they have been un- able to get adequate mortgage funds in the face of federal credit restrictions and rising interest rates. Charges for non-insured conventional housing loans have
