Loxpon; Jan, 26.—The Daily Mail says that a Japane-etrader will shortly land Japanese goods at Talion~Wan with the object of testing whether or not that port is to be regarded as being open or under Russian contro).

The outcome of thie action will un- doubtedly influence the relations between Russia and Japan.

The paper adds that every detail res- pecting the common action by Great Britain and Japan in Chinese waters bas been definitely agreed upon,—Japan being, as she has been throughout, the moving spirit.

Visit of United States Warship To Havana.

May Provoke a Conflict.

Maprip, Jan. 26.—The newspapers here generally comment upon Secretary Long’s explanation of the visit to the United States battleship Maine at Havana and agree in expressing the opinion that her visit is inopportune and calculated to encourage the insurgents.

It is announced that, foliowing Wash- ington’s example, the Spavish Government will instruct Spanish warships to visit a few American ports.

The Imparcial expresses the fear that the despatch of the batileshin Miine to Havana wil! provoke a conflict and adds that Furope cannot overlook the American attitude towards Spain. But the Spanish people, if necessary, will do their duty their duty with honor,
