Tho Hearst papers in New York recently offered a prize of $25,000 for the best temperance plan. On June 2 the prize was awarded to Franklin c. Hoyt, presiding Judge of the Child- ren's Court of New York City. His plan would bar "all alcoholic products of distillation. but would pennit the control, manufacture and gale of all malt. brewed and fermented beverages by the States within their own territ- ories.
