The Journal des Debuts has a long ar- ticle indicating the provisions of “The Treaty. of Paris,” and more especially relating to the way in which the Con- gress has ﬁlled up the ﬁfth article of the Austrian propositions; the article which, it will be remembered, conceded to the belligerent powers the right to advance special con itions “in the general inte- rest of Europe.” The article states, that the Russian Plenipotentiaries did not de- fend the retention of the military arsenal ofNicolaieﬂ', nor any of the military cs- tablishinents in the Black Sea or the Sea of Azoff. Sebastopol will not be rebuilt. The Black Sea and the Sea of Azoff are to be completely neutral Seas, and no ships of war, except light ones, for police purposes, will be allowed. All the Rus- sian forts in the Black Sea, from the Caiirasus to the limit. of the Russian ter- ritory, not far from Batnm, will be de- stroyed, and are never to be restablislied. With i‘e:_;ai'-.l to the Russian fortresses upon the iiorthreii side of the Caiicasiis, from the Black Sea to the Caspian, the Allies have given way, but the treaty provides that the frontier which sepa- rates Russia and 'l‘nrkey at this part shall be rectified, and that the Russians shall abandon their conquest, and return from Kars into their own territory. Rus- sia preserves its possession of the Aland isles. but only on the condition never to fortify them or maintain there a military‘ position. This stipulation is considered very favourable to Sweden ; Stockholm being but three or four hours distance by steamer from those islands. 'I‘lie treaty pronounces the suppression of the Rus- sian protectorate in the Dannbian Princi- alities ; but the Conference still hesitates tween the different systems of political and administrative organisation which have been proposed. THE PRINCIPALITIES. The Vienna correspondent of the Times writes :—“ The Moldavo-Walla- chian question is not deﬁnitively settled by the Treaty of Peace signed on the 30th of March, but the ‘parties that have made peace’ have agreed to send a coin- mission into the two Priiicipalitics. On its arrival, the commission will proceed to form two general Divans; the one for Wallacliia, and the other for Moldavia, whose members are to be elected by the people. As soon as the Divans are duly forined,they will proceed to draw up new organic statutes, and propose such re- forms as may appear requisite and de- sirable. When the project of national Divans is completed, it will be sent to Constantinople, and after being revise by the representatives of the powers, the new constitution will be granted to the Principalities by their Suzerain, the Sultan.
