The treaty with Spain, which opens the Spanish West Indies to the products of Canada on terms similar to those accorded

to all imports entering under the Spanish flag, has caused no small stir across the border. Coming as it does just when the United States has levied discriminating duties against West Indian products, and when Spam may be expe ted to retaliate, there is no wonder that our neighbors should cry out that Canada is about to capture the American trade with Cuba and Porto Rico.

It is stated that a Canadian treaty with Hawaii is on the tapis. This report has produced re- newed groaning on the part of commercial meu in the United States. For years the Americans have had practically the monopoly of the trade with the Sandwich Islands. In 1885 98 per cent. of the trade of the Islands was with the Republic. Last year the treaty under which that commerce was carried on expired. It has been re- newed pending its further consideration ; but it is stated that the m jority in the American Senate, at the instance of the sugar-planters, is unfavorable to a contin- uance of the reciprocal trade relations. The authorities of the Sandwich Islands are

equally indisposed to continue the arrange- mnt, largely because the sigar produce rs of the Islanas receive little advantage now from their privileges in the U nited States markets. The Boston Advertiser forsees the establishment of trade relations between Canada and the Sandwich Islands. It gives two reasons forthe belief that is in it. Inthe prst place, Hawaii would rather m ke a treaty with a country such as Can- ula, which does not grow sugar, than with a country like the United States, which dees. In the next place, the British would like to extend British power on the Paciiic, anda treaty with Hawaii would help in that cdirecticn

The Canadian Pacific railway, the estab- lishment of a Pacific steamship line, and the laying of a Pacific cable, all tend to make a treaty with the Sandwich Islands wrobable and possible. The Dominion Government has been instrumental in securing the Spanish treaty. It is tu be hoped that its labours in the direction of an arrangement with the Sandwich Islands will be as successiul.

“It is a matter of astonishment that these champions against despots (the Knights of Labor) should ignore the tyranny of King Alcohol, whose willing subjects in the United States pay him 900 milions of dollars a year, of whica sum Chicago contributes fully fifteen millions, and in the town of Lake a million

and a quarter per annum. Chicago is not worse than other pleces in proportion to population, vet it has 3,300 saloons. It is estimated that not less than $40,000 is going over the whiskey and _ beer

William McLaughlin, of Chicago, was suddenly driven insane a few evenings ago, under circumstances of a very peculiar nature. An irresponsible evening paper got out an extra edition,about eight o'clock, which announced in flaring headlines that Queen Victoria had died. Later, McLaugh- lin was found wandering about the street talking in the most incoherrent. manner about the canard. A pulice officer locked him up, and next morning brought him be- fore Justice Meech. He was very well dressed, of gentlemanly manners, and his language gave evidence of culture, but he wos still incoherent in his talk. Questioned as to his stranze actions, he replied that he could not account for them. He said he fe.t ali right until he got hold of the paper
