The remedy for the disorders which the Guardian deplores consiste, in our opinion, not in the abolition of the party system, but in the more careful selec.ion of men to operate the system. Electors ought to be careful to elect only men of established character and good abilities. Ifthis were the sine qua non, we should not have to lament the dishonest tricks and overs reaching rascality which produces dis- orderly scenes in tne Legislature and fer- ment throughout the country.

THE WISE CASE.

Tue GuarpIAN refers to the contention that Mr. Wise wished to receive at the hands of his constituents their endorse- ment Or cOndemnation of his changed attitude towards the Government, and says :

“If we are to accept this viewof the

case, we must ask why did not Mr. Wise place his resignation at once directly in the Speaker’s hands,in which case, ander the law as it stands, the writ musi have been promptly issued and an election would have been held before the Legielas ture met. Mr. Wice did not take this course.”

The answer to this argument is, as we learn today, that Mr. Wise’s couditional resignation “as the hands of the Speaker in March ijastand was forwarded to the Lieutenant-Governor forthwith. Butthe writ of e!ection was not issued, and the election was not held. Who is to be blamed ? The law says:

Tue split between the Liberals of Mani- toba seems to be bigger than ever, It ap. pears that the Government wing of the party bas come out openly againet the old. time Liberals, and particularly against Mr. Richardson, the Liberal member for Liegar. Ex~Premier Greenway has been sent into Mr. Richardéon’s constituency to cam paign against him on Mr. Sifton’s bebalf, and if possible to destroy him asa publicman. Mr. Richardson fought side by side with Laurier, Greenway, Martin, and Sifton in the old opposition days. He understood the programme thoroughly, and expected that it would be carried out. It was ashock to him when he found that Laurier and Sifton bad determined to throw overboard the entire programme: Nor was he alore in his astonishment. A vast bods of Liberals in the West, as well asin P. E, Island and other Maritime Provinces, experienced disappointment and surprise.

Mr. Richardson says, in his paper, that the logical result of Greenway’s interfer- ence is that he should run in Lisgar at the next election. I' proceeds: ‘ We fancy tha: the present member for Liegar would, if he hada choice of opponent at the next election, select no one with more avidity than he would Mr. Greenway. Not from any desire to further humiliate that much-creased and bedraggled statesman, but simply, we would think, in order to impzess the heelers who compese the par~ tisan machine which, with impudent ab- surdity, they term ‘Liberal,’ that the day is past when any considerable element of the people, ard especially of the Liberal rank aud file, can be buncoed through ap appeals to their party loyalty to support men whose conduct has covered them with disgrace, and to approve of actg which are not only subversive of, and an- tagonistic to, every principle of Liberal- ism, but are barefaced infractions of the commonest canons of morality.” The
