lliepccioYJamcs Fripps was the speaker at the ucckly dinner -of the Gyro Club held la“t evening at the Canadian National Hotel. His address was on ihe Royal Canadian Mounted Police. The force was started by Sir John A. MacDonald in May 1873, with all establishment of 300 men. It was then called the North-West Mounted Police. They wen; to Fort Garry in 1874, and under Major General French made a 2,000 mile march to the foothills. Half remained there, and the re- mainder returned to Fort Garry. The first detachments wee opened at Maple Creek, Prince Albert, North Battleford, Fort Webb. In 1885 there was an estabfshment of 1,000. Ill 1895 detacllmentswerc established in the Yukon Territory. A representation attended the Diamond Jubilee of the Q1161!!! 1n 1897, and a company of men went to the South African War.

In 1905 detachments were estab- lished at. Regina, Swift Current, Edmonton, and Calgary, and in the same year ihe title "Royal" was conferred on tho force by King Edward.

The speaker decciibed the sys- tem of training recrlits at the time of his enlistment in 1909. (In pass- ing it may be noted that Insp~ctor Fripps is a native of Halifax). He related some of his experiences while on detachment, 500 of the men, includin the speaker, went overseas. In 1919 he was transfer- red to British Columbia. where his work consiste’ chiefly in dealing with narcotics. He gave some in- tel-estingside lights on police work in connection with opium smug- Bling and illegal entry of the or- lentals. This year with the taking over of the policing of Alberta, Manitoba, and the Maritime Prov- inces, and the customs preventive work, the establishment m; brouaht up to 21,000.

Ii, is estimated that the total un- necessary witness expense for the Old Bailey amounts to more than $37,000 a year. ’

The average number of cases thrown out by the Old Bailey grand Jury is four a year, against the total of approximately 10,500 cases. Each one of these four cas- es, if there had been no grand jury. would have been stopped by the judge or the Recorder and the prisoner discharged.

Moreover, money is wasted on the unnecessary attendance cf wit- nesses at every county assize. At busy assize towns like Birmingham, Cardiff, Manchester, Leeds, Liver- pool. and Newcastle the waste is almost as great as in London, al- though not so frequent.

BY “TEC" THE FORWARD PASS

Hockey fans who attend the Abbie-Rideau game at the Forum tomorrow night will watch with interest the forward pass. The rule permits forward passing in the de- fending and neutral zones, but not in the attacking zone. The puck may be passed forward from one zone to another, but only those players who are in the zone from which the puck is passed can play the puck. In the attacking zone every attacking player must be on- side, but there are special plays provided for in the rule. There is no skating a player on-side under this rule.

RIDEAUS STRON

The Ridealrs exhibition games in the Maritime Provinces, says the Ottawa Journal, should put them in good condition for the grind there. The Citizen says the Rldeaus appear to have a, strong hand in the powerful squad work- ing out with them. The Purples seem to have an abundance of good men for every position.

FANS AND SPORTSMEN

Nowhere in Canada is ihere a

more orderly or more understand- ing following of hockey than right here in Charlottetown. For instance when the no smoking rule was in- troduced at the Forum, each and every smoker cooperated one hun- dred per cent, With, the result that little or no trouble along these lines had been experienced thereafter.

Other provinces have not been so‘ fortunate in this rgard, in fact special police had to be detailed at the Halifax Forum during the Wol- verine-Rideall game last night to help check this nuisance.

Let's hope the good work will continue tomorrow night when Ot- tawa meets Abbies.

It is intended for the Toronto University observatory. and hislflv skilled craftsmen have been engag- ed cn it since November, 1930. An- other two years or more will elapse before the telescope is finished. making nearly five years in 811 since the order was placed to the handing over of the instrument.

The largest telescope iu the world is at Mount Wilson Observa- tory, California, and was built in the United States.

The instrument now being built at Newcastle is the largest ever constructed in Britain. Cyril Young. manager of the works, said that it will have an aperture or 74 inches. as compared with ihe 100 inches of the instrument in California.

The salesman in question, Doug- las limgert, declares that he learned the secret from the aborigines in Australia.

The east cleared up the last of its title races Saturday when the Tigers downed Toronto Argonauts 19-1 at Hamilton and won the big four chanipionshp. This was the outstanding battle of the days programme.
